It provides that an alternate diploma will not terminate a Free and Appropriate Public Education (FAPE) for students with an Individualized Education Program (IEP) unless they reach the maximum age of FAPE. It requires the IEP team to determine subsequent courses and services for students who receive an alternate diploma. It prohibits students participating in the OAAP from being precluded from attempting to meet the requirements of a standard diploma and participation in the OAAP will not determine a student's educational setting under the Individuals with Disabilities Education Act (IDEA). The bill permits students who meet requirements for an alternate diploma to count as having received a standard diploma for purposes of calculating and reporting the adjusted cohort graduation rate (ACGR). It permits a student to be awarded an alternate diploma upon completion of specified curriculum units or sets of competencies at the secondary level.

It requires the Board of Mental Health and Substance Abuse Services to promulgate necessary rules and to establish evaluation methods to assess the effectiveness of the Education Employee Assistance Program. It provides the bill's provisions do not nullify a school district's existing employee assistance program or prohibit a school district from establishing its own employee assistance program, provided programs established by school districts will be subject to compliance with rules promulgated by the board to ensure equitable treatment of employees. It establishes requirements for records related to employee participation in the Education Employee Assistance .

It requires that after establishing the number of intra-district transfer students the school district has the capacity to accept in each grade level for each school site, the board of education must: publish in a prominent place on the school district website the number of intra-district transfer students for each grade level for each school site within the school district which the district has the capacity to accept; and report to the State Department of Education the number of intra-district transfer students for each grade level for each school site within the school district which the district has the capacity to accept.

The bill prohibits the use of private electronic communications concerning public business among members of the governing body during a public meeting.

It permits the Oklahoma State Regents for Higher Education to set aside funds for the full commitment made to a participating student at the time a scholarship is awarded on behalf of the Oklahoma Critical Industries Scholarship Program. It permits the Oklahoma State Regents for Higher Education to utilize Oklahoma Critical Industries Scholarship Program designated funds for administration of the program. It requires a public school district seeking to participate in the pilot program apply to the State Board of Education for a grant in the manner and on a form prescribed by the board. It also requires the State Board of Education ensure that pilot program grants are given to a representative sample of Oklahoma school districts, including a school district with an average daily membership (ADM) of more than 2,500 students 10,000 students; a school district with an ADM of 2,500 students or less; and a school district with an ADM of 1,000 students or less. It requires school districts that receive pilot program grants a report to the State Board of Education two years after implementation of the pilot program that includes an itemized accounting of how grant funds were spent, an evaluation of the program by school district employees who were provided child care through the grant program, and recommendations, if any, for future program operations.

The bill requires the materials and media be designated with one of the following ratings: "Elementary" means the content of the print or nonprint material or media is suitable for children enrolled in grades pre-kindergarten through five; "Junior high" means the content of the print or nonprint material or media may not include material unsuitable for a child enrolled in grades six, seven, and eight, and parents and legal guardians are encouraged to provide guidance to their children in selecting print and nonprint materials and media rated "junior high;" "Under 16" means the content of the print or nonprint materials or media may not include material inappropriate for children under the age of 16, and parents and legal guardians are urged to provide guidance to their children in selecting print and nonprint materials and media rated "under 16;" and "Juniors and seniors" means the content of the print or nonprint material or media may include some material not suitable for minors. It requires, beginning July 1, 2024, school districts and charter schools include only print and nonprint materials and media designated as "elementary" in elementary school libraries serving students in grades pre-kindergarten through five; include only print and nonprint materials and media designated as "elementary" or "junior high" in elementary school libraries that serve students in grades pre-kindergarten through eight; include only print and nonprint materials and media designated as "elementary", "junior high", or "under 16" in junior high school and high school libraries; and place print and nonprint materials and media designated as "juniors and seniors" in a section of the library accessible only to librarians, teachers, and other school staff. It requires print and nonprint materials and media designated as "juniors and seniors" only be available to a student if he or she has presented a librarian, teacher, or other school staff with written consent from a parent or legal guardian. It requires public libraries to place print and nonprint materials and media designated as "juniors and seniors" in a section of the library accessible only to library staff beginning July 1, 2024. It also requires print and nonprint materials and media designated as "juniors and seniors" only be available to an individual under the 18 if he or she has presented library staff with written consent from a parent or legal guardian. It requires, beginning July 1, 2024, no print or nonprint material or media in a school district library, charter school library, or public library include content that the average person age eighteen (18) or older applying contemporary community standards would find has a predominant tendency to appeal to a prurient interest in sex.

It requires the contemporary community standard for minors to be applied. It defines the term "contemporary community standards for minors" to mean obscene material with regards to a minor if two or more secular news outlets in the broadcast area that includes the area where minors are potentially being given such material refuse to read, show, or otherwise communicate the material to their audience because the outlet determines the material is inappropriate, vulgar, or sexually explicit, or if two or more secular print news outlets who distribute materials in the area that includes the area where minors are potentially being given such material refuse to print or otherwise communicate the material because the outlet determines the material is inappropriate, vulgar, or sexually explicit. It prohibits use of the reasonable person standard when an adult knowingly provides material that qualifies as obscene to a minor without written informed consent by the minor's parent or guardian.
