It permits all monies accruing to the credit of the fund to be budgeted and expended by the Department of Mental Health and Substance Abuse Services to carry out provisions related to the transport of individuals in need of initial mental health assessment, emergency detention or protective custody. It requires the department an entity contracted by the department to be responsible for any subsequent transportation of such individual pending completion of the initial assessment, emergency detention, protective custody or inpatient services.
