1| STATE OF OKLAHOMA | | | 2| 1st Session of the 59th Legislature (2023) | | | 3|HOUSE BILL 1029 By: Talley | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to schools; directing the State | | Department of Education to adopt a form for reporting | 8| on student homelessness; providing for collaboration | | with certain committee; prescribing timing and | 9| procedure for form completion; requiring districts to | | report results to the Department no later than date | 10| specified; directing the Department to report annual | | results to certain officials and entity; providing | 11| for codification; and providing an effective date. | | | 12| | | | 13| | | | 14|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 15| SECTION 1. NEW LAW A new section of law to be codified | | | 16|in the Oklahoma Statutes as Section 1210.210 of Title 70, unless | | | 17|there is created a duplication in numbering, reads as follows: | | | 18| A. The State Department of Education Office of Federal Programs | | | 19|shall, in conjunction with the Office of Planning and Coordination | | | 20|for Services to Children and Youth Steering Committee established in | | | 21|Section 601.6c of Title 10 of the Oklahoma Statutes, adopt a | | | 22|standard form to be used by all school districts to identify | | | 23|students who are homeless children and youth as defined in Section | | | 24|600 of Title 10 of the Oklahoma Statutes. 1|completed by the parent or guardian of a student annually at | | | 2|enrollment, beginning with the 2024-2025 school year. Districts | | | 3|shall report the results to the Department, in a manner prescribed | | | 4|by the Department, no later than April 1 of each year. | | | 5| B. Beginning July 1, 2025, the Department shall compile a | | | 6|report of the number of students identified as being homeless, by | | | 7|district, and whether the students identified are in elementary, | | | 8|middle or junior high, or high school. The report shall be | | | 9|distributed annually to the Governor, Speaker of the House of | | | 10|Representatives, Chair of the House Common Education Committee, | | | 11|Speaker Pro Tempore of the Senate, Chair of the Senate Education | | | 12|Committee, and the Oklahoma Commission on Children and Youth. | | | 13| SECTION 2.
