| An Act relating to schools; amending 70 O.S. 2021, |
11| Section 3-119, which relates to school nutrition; |
| creating the Healthy School Meals for All Act; |
12| requiring sufficient appropriation by the legislature |
| to provide meals at no cost to all children enrolled |
13| in the school district; providing an effective date; |
| and declaring an emergency. |

17|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: |

18| SECTION 1. AMENDATORY 70 O.S. 2021, Section 3-119, is |
| |
19|amended to read as follows: |
| |
20| Section 3-119. A. This act shall be known and may be cited as |
| |
21|the "Healthy School Meals for All Act". |
| |
22| Funds B. Sufficient funds shall be appropriated by the |
| |
23|legislature to the State Board of Education for School Lunch |
| |
24|Matching and the National School Lunch Programs Program, and shall |
| |

1|be apportioned by the State Board of Education to each school |
| |
2|district for the purpose of providing meals for school breakfast and |
| |
3|lunch at no cost to all children in compliance with the National |
| |
4|School Lunch Act and the Child Nutrition Act of 1966 and Public Law |
| |
5|91-248, as they may hereafter be amended or supplemented who are |
| |
6|enrolled in the school district. |
| |
7| SECTION 2. This act shall become effective July 1, 2023. |
| |
8| SECTION 3. It being immediately necessary for the preservation |
| |
9|of the public peace, health or safety, an emergency is hereby |
| |
10|declared to exist, by reason whereof this act shall take effect and |
| |
11|be in full force from and after its passage and approval. |
