 7|       An Act relating to schools; directing board of                  |
  |       education to adopt a policy for accepting coursework            |
 8|       credits completed elsewhere; requiring specific and             |
  |       adequate notice of the policy; mandating board to               |
 9|       accept certain credits and grades; permitting                   |
  |       reasonable timelines and documentation for                      |
10|       determination; providing methods for student to earn            |
  |       credit in certain cases; requiring notification if              |
11|       credit is denied by the board; authorizing student to           |
  |       appeal denial to the State Board of Education;                  |
12|       providing timing for notification and appeal;                   |
  |       prescribing process for appeal; directing Board to              |
13|       collect and publish information on its website about            |
  |       each board's policy; providing for codification;                |
14|       providing an effective date; and declaring an                   |
  |       emergency.                                                      |

17|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
18|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
19|in the Oklahoma Statutes as Section 11-100 of Title 70, unless there   |
  |                                                                       |
20|is created a duplication in numbering, reads as follows:               |
  |                                                                       |
21|    A.  A school district board of education shall adopt a written     |
  |                                                                       |
22|policy, at a public meeting, establishing the process and standards    |
  |                                                                       |
23|for acceptance and reciprocity of credits for courses completed by a   |
  |                                                                       |
24|student at another school or educational provider.  The policy shall   |
  |                                                                       |

 1|include specific and adequate notice to a student and the student's    |
  |                                                                       |
 2|parent of all policy requirements and limitations.                     |
  |                                                                       |
 3|    B.  The board shall accept credits and grades for courses          |
  |                                                                       |
 4|completed by a student from a school or educational provider           |
  |                                                                       |
 5|accredited by an accrediting entity.  The policy may set reasonable    |
  |                                                                       |
 6|timelines and may require adequate and timely documentation of         |
  |                                                                       |
 7|authenticity for credits and grades submitted by a student.            |
  |                                                                       |
 8|    C.  A policy established by the board shall provide various        |
  |                                                                       |
 9|methods for a student to earn credit completed at a non-accredited     |
  |                                                                       |
10|source, coursework, or educational provider including:                 |
  |                                                                       |
11|    1.  Satisfaction of coursework by demonstrated competency;         |
  |                                                                       |
12|    2.  Assessment;                                                    |
  |                                                                       |
13|    3.  Review of student work or projects; or                         |
  |                                                                       |
14|    4.  Satisfaction of correspondence coursework.                     |
  |                                                                       |
15|    D.  If a board denies a student credit or grades from a            |
  |                                                                       |
16|non-accredited source, the board shall notify the student in writing   |
  |                                                                       |
17|within ten (10) days of the decision.  The student or the student's    |
  |                                                                       |
18|parent or legal guardian may appeal the denial to the State Board of   |
  |                                                                       |
19|Education in writing within ten (10) days of receiving the denial      |
  |                                                                       |
20|notice.  The student or the student's parent or legal guardian may     |
  |                                                                       |
21|present written or verbal evidence to the State Board of Education,    |
  |                                                                       |
22|and the Board shall decide to grant or deny the appeal at its next     |
  |                                                                       |
23|regularly scheduled Board meeting.                                     |

 1|    E.  The State Board of Education shall collect and annually        |
  |                                                                       |
 2|publish on its website each board's policy adopted pursuant to this    |
  |                                                                       |
 3|section.                                                               |
  |                                                                       |
 4|    SECTION 2.  This act shall become effective July 1, 2023.          |
  |                                                                       |
 5|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
 6|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
 7|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
 8|be in full force from and after its passage and approval.              |
