1| STATE OF OKLAHOMA | | | 2| 1st Session of the 59th Legislature (2023) | | | 3|HOUSE BILL 2044 By: Nichols | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to schools; directing the State | | Department of Education to establish an education | 8| partnership grant program; subjecting program to the | | availability of funds; describing program purpose; | 9| prescribing duties for program oversight to the | | Department; requiring alignment with existing | 10| programs; mandating grant recipient programming to | | address certain issues; providing for consultation | 11| with grant recipients to develop and measure | | indicators and outcomes of programs; establishing | 12| program requirements; directing biennial report on | | education partnership program to certain elected | 13| officials; providing for codification; and providing | | an effective date. | 14| | | | 15| | | | 16| | | | 17|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 18| SECTION 1. NEW LAW A new section of law to be codified | | | 19|in the Oklahoma Statutes as Section 1210.559 of Title 70, unless | | | 20|there is created a duplication in numbering, reads as follows: | | | 21| A. The State Department of Education shall establish a grant | | | 22|program, subject to the availability of funds, supporting a | | | 23|coalition of coordinated, aligned education partnerships, for a | | | 24|comprehensive network of evidence-based support services designed to | | | Req. 1|close opportunity gaps by improving educational and developmental | | | 2|outcomes of students and their families within communities | | | 3|experiencing poverty and impediments to economic viability. | | | 4| B. The Department shall establish education partnership program | | | 5|requirements, an application process and timeline for grants, | | | 6|criteria for evaluation of applications, and a grant awards process. | | | 7| The process shall minimize administrative costs, minimize burdens | | | 8|for applicants and grant recipients, and provide a framework that | | | 9|permits flexibility in program design and implementation among grant | | | 10|recipients. | | | 11| C. The education partnership program shall align with programs | | | 12|implemented or proposed by organizations in the state that: | | | 13| 1. Identify and increase the capacity of organizations that are | | | 14|focused on achieving data-driven, locally controlled, positive | | | 15|outcomes for children and youth throughout an entire neighborhood or | | | 16|geographic area; | | | 17| 2. Build a continuum of educational family and community | | | 18|supports with academically rigorous schools at the center; | | | 19| 3. Maximize program efficiencies by integrating programmatic | | | 20|activities and eliminating administrative barriers; | | | 21| 4. Develop local infrastructure needed to sustain and scale up | | | 22|proven and effective solutions beyond the initial neighborhood or | | | 23|geographic area; | | | 24| | | | Req. Utilize appropriate outcome measures based on unique | | | 2|community needs and interests and apply rigorous evaluation on a | | | 3|periodic basis to be used to both monitor outcomes and allow for | | | 4|continuous improvements to systems; | | | 5| 6. Collect and utilize data to improve student outcomes; | | | 6| 7. Share disaggregated performance data with the community to | | | 7|set community-level outcomes; | | | 8| 8. Employ continuous improvement processes; | | | 9| 9. Have a tribal entity, community foundation, higher education | | | 10|institution, or community-based organization as an anchor entity | | | 11|managing the partnership; | | | 12| 10. Convene a cross-sector leadership group and have a | | | 13|documented accountability structure; and | | | 14| 11. Demonstrate use of private funds, from multiple sources, | | | 15|including in-kind contributions. | | | 16| D. A grant recipient's supportive services programming shall | | | 17|address: | | | 18| 1. Kindergarten readiness and youth development; | | | 19| 2. Third grade reading proficiency; | | | 20| 3. Middle school or junior high mathematics; | | | 21| 4. High school graduation; | | | 22| 5. Postsecondary educational enrollment; | | | 23| 6. Postsecondary education completion or attainment; | | | 24| 7. Physical and mental health; | | | Req. No. 6813 Page 3 ___________________________________________________________________________
1| 8. Development of career skills and readiness; | | | 2| 9. Parental engagement and development; | | | 3| 10. Community engagement and programmatic alignment; and | | | 4| 11. Reduction of remedial education. | | | 5| E. The Department, in consultation with grant recipients, | | | 6|shall: | | | 7| 1. Develop and revise core indicators of progress toward | | | 8|outcomes specifying program impacts; | | | 9| 2. Establish a reporting system for grant recipients to measure | | | 10|program outcomes using data sources and program goals; and | | | 11| 3. Evaluate effectiveness based on the core indicators | | | 12|established by each partnership. | | | 13| F. A grant recipient's education partnership program in the | | | 14|planning, development, or implementation phase shall include: | | | 15| 1. Integrated supportive services programming, as provided in | | | 16|subsection D of this section, within a specific community or | | | 17|geographic area for all ages of children and youth and their | | | 18|families within that area, provided that services may be phased in | | | 19|to all ages over time; and | | | 20| 2. A system for evaluating goals and outcomes as provided in | | | 21|subsection E of this section. | | | 22| G. By December 15 of each odd-numbered year, the Department | | | 23|shall submit a report on the education partnership program to the | | | 24|Speaker and Minority Leader of the House of Representatives, | | | Req. 1|President Pro Tempore and Minority Leader of the Senate, and the | | | 2|Governor. At a minimum, the report shall summarize grantee | | | 3|activities, identify grant recipients and awards, analyze program | | | 4|performance measures and outcomes, and make any recommendations for | | | 5|legislative changes. | | | 6| SECTION 2.
