1| STATE OF OKLAHOMA | | | 2| 1st Session of the 59th Legislature (2023) | | | 3|HOUSE BILL 2115 By: Swope | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to school curriculum; directing the | | State Department of Education in certain consultation | 8| to develop curriculum related to Native American | | history and culture for students in certain grades; | 9| requiring Native American history and culture be | | taught in public schools beginning in certain school | 10| year; allowing curriculum on Native American history | | and culture to be integrated in courses; directing | 11| the State Department of Education to develop certain | | professional learning opportunities; providing for | 12| codification; providing an effective date; and | | declaring an emergency. | 13| | | | 14| | | | 15| | | | 16|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 17| SECTION 1. NEW LAW A new section of law to be codified | | | 18|in the Oklahoma Statutes as Section 11-103.6p of Title 70, unless | | | 19|there is created a duplication in numbering, reads as follows: | | | 20| A. The State Department of Education, in consultation with | | | 21|experts in Native American history and culture, shall develop and | | | 22|make available to public schools curriculum related to Native | | | 23|American history and culture for grade-appropriate instruction of | | | 24|students in grades six through twelve. | | | Req. 1| B. Beginning in the 2023-2024 school year, Native American | | | 2|history and culture shall be taught to students in grades six | | | 3|through twelve in public schools in this state, as prescribed in the | | | 4|Oklahoma Academic Standards. Native American history and culture | | | 5|may be integrated into one or more existing courses of study and | | | 6|shall be taught in a manner that: | | | 7| 1. Generates an understanding of the experiences and | | | 8|contributions of Native Americans to American history and culture; | | | 9| 2. Develops dialogue with students on the ramifications of | | | 10|bullying, bigotry, stereotyping, and discrimination; and | | | 11| 3. Encourages tolerance of diversity and reverence for human | | | 12|dignity for all citizens in a pluralistic society. | | | 13| C. The State Department of Education, in consultation with | | | 14|experts in Native American history and culture, shall develop and | | | 15|implement high quality professional learning opportunities for | | | 16|teachers covering Native American history and culture. | | | 17| SECTION 2. This act shall become effective July 1, 2023. | | | 18| SECTION 3.
