1| STATE OF OKLAHOMA | | | 2| 1st Session of the 60th Legislature (2025) | | | 3|HOUSE BILL 2371 By: Hill | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to students; authorizing Oklahoma | | Department of Mental Health and Substance Abuse | 8| Services to solicit certain proposals; requiring | | cooperation with State Department of Education; | 9| soliciting pilot programs for certain artificial | | intelligence monitoring; providing criteria for | 10| proposals; authorizing Oklahoma Department of Mental | | Health and Substance Abuse Services to establish | 11| criteria and process; requiring cooperation with | | State Department of Education; authorizing | 12| termination of pilot programs for certain reason; | | creating the AI School Safety Pilot Programs | 13| Revolving Fund; providing for codification; and | | providing an effective date. | 14| | | | 15| | | | 16|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 17| SECTION 1. NEW LAW A new section of law to be codified | | | 18|in the Oklahoma Statutes as Section 24-162 of Title 70, unless there | | | 19|is created a duplication in numbering, reads as follows: | | | 20| A. The Oklahoma Department of Mental Health and Substance Abuse | | | 21|Services, in cooperation with the Oklahoma State Department of | | | 22|Education, shall solicit proposals for, and if funds are available, | | | 23|make grants to local boards of education for the establishment of | | | 24|pilot programs that utilize artificial intelligence (AI) software as | | | Req. 1|a safety tool to monitor school issued devices. The proposals for | | | 2|the pilot programs shall create an AI inference engine that provides | | | 3|school districts with precise insights into student safety and | | | 4|readiness to learn and utilize CIPA complaint web filtering and | | | 5|other existing and approved data channels to produce a report | | | 6|concerning a student's readiness to learn, interests, general | | | 7|well-being, and other multi-tiered systems of support (MTSS) without | | | 8|requiring direct surveillance of students. Funding may cover the | | | 9|cost of software, equipment, materials, personnel, and any other | | | 10|start-up costs of developing the pilot program. Programs may | | | 11|involve entire districts, combinations of districts, combinations of | | | 12|schools, or elements of schools individually or in combination. | | | 13| B. The Oklahoma Department of Mental Health and Substance Abuse | | | 14|Services, in cooperation with the Oklahoma State Department of | | | 15|Education, shall determine pilot program criteria and establish a | | | 16|process for the consideration of proposals. Such proposals for | | | 17|pilot programs shall be considered on a statewide competitive basis. | | | 18| C. The Oklahoma Department of Mental Health and Substance Abuse | | | 19|Services and the State Board of Education shall each have the | | | 20|authority to require termination of a pilot program or its | | | 21|continuation at any time that it finds such termination to be in the | | | 22|best interests of the students involved. | | | 23| | | | 24| | | | Req. 1| SECTION 2. NEW LAW A new section of law to be codified | | | 2|in the Oklahoma Statutes as Section 26-163 of Title 70, unless there | | | 3|is created a duplication in numbering, reads as follows: | | | 4| There is hereby created in the State Treasury a revolving fund | | | 5|for the Oklahoma Department of Mental Health and Substance Abuse | | | 6|Services to be designated the "AI School Safety Pilot Programs | | | 7|Revolving Fund". The fund shall be a continuing fund, not subject | | | 8|to fiscal year limitations, and shall consist of all monies received | | | 9|by the Department from state appropriations provided for the purpose | | | 10|of implementing the provisions of Section 1 of this act. All monies | | | 11|accruing to the credit of the fund are hereby appropriated and may | | | 12|be budgeted and expended by the Department for the purpose provided | | | 13|for in this subsection. Expenditures from the fund shall be made | | | 14|upon warrants issued by the State Treasurer against claims filed as | | | 15|prescribed by law with the Director of the Office of Management and | | | 16|Enterprise Services for approval and payment. | | | 17| SECTION 3.
