1| STATE OF OKLAHOMA | | | 2| 1st Session of the 59th Legislature (2023) | | | 3|HOUSE BILL 2420 By: Alonso-Sandoval | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to schools; defining term; directing | | State Department of Education to develop best | 8| practices and recommendations for instruction in | | digital citizenship, internet safety, and media | 9| literacy; establishing deadline for best practices | | and recommendations; requiring Department to consult | 10| with certain experts; providing minimum criteria for | | best practices; including certain recommendations; | 11| requiring annual review by school district of certain | | policies and procedures; establishing criteria for | 12| annual review; authorizing promulgation of rules; | | providing for codification; and providing an | 13| effective date. | | | 14| | | | 15| | | | 16|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 17| SECTION 1. NEW LAW A new section of law to be codified | | | 18|in the Oklahoma Statutes as Section 11-301 of Title 70, unless there | | | 19|is created a duplication in numbering, reads as follows: | | | 20| A. As used in this section, "digital citizenship" means the | | | 21|norms of appropriate, responsible, and healthy behavior related to | | | 22|current technology use, including digital and media literacy, | | | 23|ethics, etiquette, and security. Digital citizenship also includes | | | 24|the ability to access, analyze, evaluate, develop, produce, and | | | Req. 1|interpret media, as well as internet safety and cyberbullying | | | 2|prevention and response. | | | 3| B. By December 1, 2023, the State Department of Education, in | | | 4|consultation with experts in digital citizenship, internet safety, | | | 5|and media literacy, shall develop best practices and recommendations | | | 6|for instruction in digital citizenship, internet safety, and media | | | 7|literacy. | | | 8| C. Best practices developed by the Department shall include, at | | | 9|a minimum: | | | 10| 1. Information that provides guidance about thoughtful, safe, | | | 11|and strategic uses of online and other media resources; and | | | 12| 2. Instruction on how to apply critical thinking skills when | | | 13|consuming and producing information online. | | | 14| D. Recommendations from the Department may include: | | | 15| 1. Revisions to the subject matter standards for educational | | | 16|technology; | | | 17| 2. School district processes necessary to develop customized | | | 18|district policies and procedures on electronic resources and | | | 19|internet safety; and | | | 20| 3. Best practices, resources, and models for instruction in | | | 21|digital citizenship, internet safety, and media literacy. | | | 22| E. Beginning in the 2024-2025 school year, a school district | | | 23|shall annually review its policy and procedures on electronic | | | 24| | | | Req. 1|resources and internet safety. As part of the review, the school | | | 2|district shall: | | | 3| 1. Involve a representation of students, parents or guardians, | | | 4|teachers, librarians, other school employees, administrators, and | | | 5|community representatives with experience or expertise in digital | | | 6|citizenship, media literacy, and internet safety issues; | | | 7| 2. Consider existing school district resources; and | | | 8| 3. Consider best practices, resources, and models for | | | 9|instruction in digital citizenship, internet safety, and media | | | 10|literacy, including methods to involve parents or guardians. | | | 11| F. The Department may promulgate rules to implement the | | | 12|provisions of this section. | | | 13| SECTION 2.
