1| STATE OF OKLAHOMA | | | 2| 1st Session of the 59th Legislature (2023) | | | 3|HOUSE BILL 2654 By: Steagall | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to public health; prohibiting vaccine | | mandates; creating exception; defining term; | 8| prohibiting discrimination and penalties; providing | | for codification; and providing an effective date. | 9| | | | 10| | | | 11|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 12| SECTION 1. NEW LAW A new section of law to be codified | | | 13|in the Oklahoma Statutes as Section 1-502.5 of Title 63, unless | | | 14|there is created a duplication in numbering, reads as follows: | | | 15| A. Except as provided for in Sections 1210.191 through 1210.195 | | | 16|and Section 3244 of Title 70 of the Oklahoma Statutes, no | | | 17|governmental entity shall mandate onto the general public any | | | 18|vaccination. For purposes of this section, "governmental entity" | | | 19|includes, but is not limited to, any elected or appointed state or | | | 20|local official, any political subdivision, and any agency, board, | | | 21|commission, or council with rule-making authority. The prohibition | | | 22|contained in this section includes any vaccine mandate enacted by | | | 23|any order, ordinance, or rule issued by any governmental entity | | | 24|applicable to the general public. | | | Req. No governmental entity shall discriminate against or pursue | | | 2|civil or criminal penalties against any person of the general public | | | 3|who declines to be vaccinated or who declines to vaccinate his or | | | 4|her children. | | | 5| SECTION 2.
