 7|       An Act relating to schools; creating a task force to            |
  |       study and make recommendations to modernize state               |
 8|       graduation requirements; providing expiration date;             |
  |       providing for membership; requiring appointments by             |
 9|       certain date; requiring organizational meeting by               |
  |       certain date; providing for selection of chair and              |
10|       vice-chair; specifying quorum; providing for                    |
  |       frequency of meetings; subjecting meetings to the               |
11|       Oklahoma Open Meeting Act; prohibiting compensation             |
  |       or travel reimbursement for members; providing for              |
12|       staff support; requiring submission of certain report           |
  |       by certain date; providing for codification;                    |
13|       providing an effective date; and declaring an                   |
  |       emergency.                                                      |

17|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
18|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
19|in the Oklahoma Statutes as Section 11-103.5a of Title 70, unless      |
  |                                                                       |
20|there is created a duplication in numbering, reads as follows:         |
  |                                                                       |
21|    A.  There is hereby created until November 1, 2024, a task force   |
  |                                                                       |
22|to study and make recommendations to modernize the high school         |
  |                                                                       |
23|graduation requirements in Oklahoma.                                   |

 1|    B.  The task force shall be comprised of fourteen (14) members     |
  |                                                                       |
 2|to be appointed as follows:                                            |
  |                                                                       |
 3|    1.  The Chancellor of Higher Education or a designee;              |
  |                                                                       |
 4|    2.  The State Superintendent of Public Instruction or a            |
  |                                                                       |
 5|designee;                                                              |
  |                                                                       |
 6|    3.  The Director of the Oklahoma Department of Career and          |
  |                                                                       |
 7|Technology Education or a designee;                                    |
  |                                                                       |
 8|    4.  The Common Education Committee Chair of the House of           |
  |                                                                       |
 9|Representatives or designee;                                           |
  |                                                                       |
10|    5.  The Higher Education and Career Tech Committee chair of the    |
  |                                                                       |
11|House of Representatives or designee;                                  |
  |                                                                       |
12|    6.  The Education Committee Chair of the Senate or designee;       |
  |                                                                       |
13|    7.  A president of a two-year institution within The Oklahoma      |
  |                                                                       |
14|State System of Higher Education or a designee, appointed by the       |
  |                                                                       |
15|Chancellor of Higher Education;                                        |
  |                                                                       |
16|    8.  A president of a comprehensive institution within The          |
  |                                                                       |
17|Oklahoma State System of Higher Education or a designee, appointed     |
  |                                                                       |
18|by the Chancellor of Higher Education;                                 |
  |                                                                       |
19|    9.  A public school superintendent of a rural school district,     |
  |                                                                       |
20|appointed by the Speaker of the House of Representatives;              |
  |                                                                       |
21|    10.  A public school superintendent of an urban school district,   |
  |                                                                       |
22|appointed by the President Pro Tempore of the Senate;                  |
  |                                                                       |
23|                                                                       |
  |                                                                       |

 1|    11.  A superintendent of a technology center school appointed by   |
  |                                                                       |
 2|the Director of the Oklahoma Department of Career and Technology       |
  |                                                                       |
 3|Education;                                                             |
  |                                                                       |
 4|    12.  A member of a statewide organization representing public      |
  |                                                                       |
 5|school teachers appointed by the Speaker of the House of               |
  |                                                                       |
 6|Representatives;                                                       |
  |                                                                       |
 7|    13.  A member of a statewide organization representing public      |
  |                                                                       |
 8|school administrators appointed by the President Pro Tempore of the    |
  |                                                                       |
 9|Senate; and                                                            |
  |                                                                       |
10|    14.  A member of a statewide organization representing public      |
  |                                                                       |
11|school boards of education appointed by the Governor.                  |
  |                                                                       |
12|    C.  Appointments to the task force shall be made within thirty     |
  |                                                                       |
13|(30) days after the effective date of this act.  The task force        |
  |                                                                       |
14|shall conduct an organizational meeting no later than September 1,     |
  |                                                                       |
15|2023.  The task force shall select a chair and vice-chair at the       |
  |                                                                       |
16|organization meeting.                                                  |
  |                                                                       |
17|    D.  A quorum of the task force shall be required to approve any    |
  |                                                                       |
18|final action of the task force.  For purposes of this section, eight   |
  |                                                                       |
19|members shall constitute a quorum.                                     |
  |                                                                       |
20|    E.  The task force may meet as often as may be required to         |
  |                                                                       |
21|perform the duties imposed upon it.                                    |
  |                                                                       |
22|    F.  The meetings of the task force shall be subject to the         |
  |                                                                       |
23|Oklahoma Open Meeting Act.                                             |
  |                                                                       |

 1|    G.  Members of the task force shall receive no compensation or     |
  |                                                                       |
 2|travel reimbursement.                                                  |
  |                                                                       |
 3|    H.  The Oklahoma State Regents for Higher Education and the        |
  |                                                                       |
 4|House of Representatives shall provide staff and administrative        |
  |                                                                       |
 5|support for the task force.                                            |
  |                                                                       |
 6|    I.  The task force shall submit a report of its findings and       |
  |                                                                       |
 7|recommendations by November 1, 2024, to the Governor, the President    |
  |                                                                       |
 8|Pro Tempore of the Senate and the Speaker of the House of              |
  |                                                                       |
 9|Representatives.                                                       |
  |                                                                       |
10|    SECTION 2.  This act shall become effective July 1, 2023.          |
  |                                                                       |
11|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
12|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
13|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
14|be in full force from and after its passage and approval.              |
