NEW LAW A new section of law to be codified | | | 19|in the Oklahoma Statutes as Section 15-101 of Title 43A, unless | | | 20|there is created a duplication in numbering, reads as follows: | | | 21| As used in this section: | | | 22| 1. "Behavioral health clinical intern" means a graduate student | | | 23|enrolled in a nationally accredited clinical training program that | | | 24|meets minimum credentials for service provided or code billed; | | | arsid14116733 HB2947 HFLR Page 1 ___________________________________________________________________________

"Clinical training program" means programs of study that are | | | 2|nationally accredited master's or doctoral programs preparing | | | 3|students for the licensed marriage and family therapist (LMFT), | | | 4|licensed professional counselor (LPC), licensed clinical social | | | 5|worker (LCSW), licensed alcohol and drug counselor (LADC), or | | | 6|psychologist state licensures to practice; | | | 7| 3. "Licensed behavioral health provider" means a behavioral | | | 8|health professional that is a licensed professional counselor (LPC), | | | 9|licensed family and marital therapist (LFMT), licensed behavioral | | | 10|practitioner (LBP), licensed clinical social worker (LCSW), licensed | | | 11|alcohol and drug counselor (LADC), or licensed psychologist; and | | | 12| 4. "Nationally accredited program" means that the training | | | 13|program has met all training standards to hold an active | | | 14|accreditation aligned with the discipline of study, including but | | | 15|not limited to, the Commission on Accreditation for Marriage and | | | 16|Family Therapy Education (COAMFTE), the Council for Accreditation of | | | 17|Counseling and Related Educational Programs (CACREP), the Council on | | | 18|Social Work Education (CSWE), or the American Psychological | | | 19|Association (APA). | | | 20| SECTION 2. 1| The Oklahoma Medicaid Plan administrator shall expand services | | | 2|by adding a provider code for master's and doctoral level behavioral | | | 3|health clinical interns. | | | 4| Behavioral health clinical intern providers shall only provide | | | 5|services billable through clinical sites that are accredited in good | | | 6|standing with behavioral health services site accreditations such | | | 7|as: the Commission on Accreditation of Rehabilitation Facilities | | | 8|(CARF), The Joint Commission, the American Society of Addiction | | | 9|Medicine (ASAM) Level of Care Certification, program certification | | | 10|through the Oklahoma Department of Mental Health and Substance Abuse | | | 11|Services, the Council on Accreditation (COA) or other national | | | 12|behavioral health service site accrediting body. | | | 13| Behavioral health clinical interns may provide services within | | | 14|their clinical scope of practice under the on-site supervision of a | | | 15|licensed behavioral health provider. On-site supervisors may only | | | 16|supervise six (6) or fewer behavioral health clinical interns at any | | | 17|time. | | | 18| Behavioral health clinical interns shall comply with all | | | 19|registration, training, documentation, and protocols required of | | | 20|other behavioral health providers in the Oklahoma Medicaid plan. | | | 21| SECTION 3.
