 7|       An Act relating to higher education; requiring the              |
  |       Oklahoma State Regents for Higher Education conduct             |
 8|       feasibility study for implementing three-year                   |
  |       bachelor's degree programs; requiring study                     |
 9|       investigate and analyze certain issues; requiring               |
  |       State Regents to submit study report; providing for             |
10|       codification; providing an effective date; and                  |
  |       declaring an emergency.                                         |

13|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
14|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
15|in the Oklahoma Statutes as Section 3252 of Title 70, unless there     |
  |                                                                       |
16|is created a duplication in numbering, reads as follows:               |
  |                                                                       |
17|    A.  The Oklahoma State Regents for Higher Education shall          |
  |                                                                       |
18|conduct a thorough study to determine the feasibility of               |
  |                                                                       |
19|implementing bachelor's degree programs that require only three (3)    |
  |                                                                       |
20|years, or ninety (90) credit hours, to complete in this state.  The    |
  |                                                                       |
21|study shall investigate a variety of fields of study and determine     |
  |                                                                       |
22|the feasibility of reducing specific course requirements, quantity     |
  |                                                                       |
23|of electives, and total credit hours required for graduation.  The     |
  |                                                                       |
24|                                                                       |

 1|study shall consider and evaluate potential issues related to          |
  |                                                                       |
 2|accreditation and degree marketability.                                |
  |                                                                       |
 3|    B.  On or before July 1, 2027, the State Regents shall prepare     |
  |                                                                       |
 4|and submit to the Governor, the Speaker of the Oklahoma House of       |
  |                                                                       |
 5|Representatives, and the President Pro Tempore of the Oklahoma State   |
  |                                                                       |
 6|Senate a report concerning the findings of the study.                  |
  |                                                                       |
 7|    SECTION 2.  This act shall become effective July 1, 2026.          |
  |                                                                       |
 8|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
 9|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
10|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
11|be in full force from and after its passage and approval.              |
