1| STATE OF OKLAHOMA | | | 2| 2nd Session of the 60th Legislature (2026) | | | 3|HOUSE BILL 3383 By: Ranson | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to state employees; prescribing limit | | on certain working hours; providing for computation | 8| of hours; providing exceptions for certain emergency | | conditions; requiring administrative rules by | 9| executive government entities; requiring adoption of | | rules by the Office of Management and Enterprise | 10| Services; providing for codification; providing an | | effective date; and declaring an emergency. | 11| | | | 12| | | | 13| | | | 14|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 15| SECTION 1. NEW LAW A new section of law to be codified | | | 16|in the Oklahoma Statutes as Section 840-2.15.1 of Title 74, unless | | | 17|there is created a duplication in numbering, reads as follows: | | | 18| A. No state employee shall be required to work more than | | | 19|fourteen (14) hours during any rolling period of twenty-four (24) | | | 20|hours. | | | 21| B. The provisions of subsection A of this section shall include | | | 22|regular and overtime hours. | | | 23| | | | 24| | | | Req. The provisions of subsection A of this section may be | | | 2|suspended during an officially declared emergency or when necessary | | | 3|to protect life, public safety, or critical infrastructure. | | | 4| D. The Office of Management and Enterprise Services shall adopt | | | 5|rules to define the conditions which meet the requirements of | | | 6|subsection C of this section. | | | 7| E. All agencies, boards, commissions, departments, and other | | | 8|entities of state government shall adopt rules for scheduling and | | | 9|staffing policies to ensure compliance with the provisions of this | | | 10|section. | | | 11| F. The Office of Management and Enterprise Services shall adopt | | | 12|rules in order to enforce the requirements of this section. | | | 13| SECTION 2. This act shall become effective July 1, 2026. | | | 14| SECTION 3.
