8| An Act relating to schools; amending Section 1, |
| Chapter 30, O.S.L. 2025 (70 O.S. Supp. 2025, Section |
9| 1-126), which relates to use of personal electronic |
| devices; requiring school district boards of |
10| education to adopt policy prohibiting student use of |
| personal electronic devices; eliminating reference to |
11| optional policies; providing an effective date; and |
| declaring an emergency. |

15|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: |
| |
16| SECTION 1. AMENDATORY Section 1, Chapter 30, O.S.L. 2025 |
| |
17|(70 O.S. Supp. 2025, Section 1-126), is amended to read as follows: |
| |
18| Section 1-126. A. As used in this section: |
| |
19| 1. "Bell to bell" means the time between the first bell ringing |
| |
20|at the start of the school day to begin instructional time until the |
| |
21|dismissal bell at the end of the school day to end instructional |
| |
22|time; and |
| |
23| 2. "Personal electronic device" means a personal device capable |
| |
24|of connecting to a smart phone, the Internet, or a cellular or Wi-Fi |
| |

1|network, or directly connecting to another similar device. Personal |
| |
2|electronic devices include, but are not limited to, smart watches, |
| |
3|smart headphones, laptops, tablets, and smart glasses. Personal |
| |
4|electronic devices shall not include school-issued or |
| |
5|school-approved devices that are specifically limited for use in |
| |
6|classroom instruction. |
| |
7| B. 1. For the 2025-2026 school year and each school year |
| |
8|thereafter, each school district board of education shall adopt a |
| |
9|policy prohibiting students from using cell phones and personal |
| |
10|electronic devices while on the campus of a public school district |
| |
11|from bell to bell. The policy shall include disciplinary procedures |
| |
12|for violations. |
| |
13| 2. For the 2026-2027 school year and each school year |
| |
14|thereafter, each school district board of education may adopt a |
| |
15|policy prohibiting students from using cell phones and personal |
| |
16|electronic devices while on the campus of a public school district |
| |
17|from bell to bell. |
| |
18| C. The policy adopted pursuant to subsection B of this section |
| |
19|may provide for exceptions including, but not limited to: |
| |
20| 1. Emergency use of cell phones or personal electronic devices |
| |
21|by students during the school day; and |
| |
22| 2. Use of cell phones or personal electronic devices by |
| |
23|students who use them to monitor health issues. |
| |
24| SECTION 2. This act shall become effective July 1, 2026. |

1| SECTION 3. It being immediately necessary for the preservation |
| |
2|of the public peace, health or safety, an emergency is hereby |
| |
3|declared to exist, by reason whereof this act shall take effect and |
| |
4|be in full force from and after its passage and approval. |
