The Secretary of State shall refer to the people for | | | 17|their approval or rejection, as and in the manner provided by law, | | | 18|the following proposed amendment to Section 50 of Article V of the | | | 19|Constitution of the State of Oklahoma to read as follows: | | | 20| Section 50. The Legislature shall pass no law exempting any | | | 21|property within this State from taxation, except as otherwise | | | 22|provided in this Constitution or except as provided in a measure | | | 23|which receives two-thirds (2/3) approval by both chambers of the | | | 24| | | | Req. 1|Legislature and becomes law as provided by the Oklahoma | | | 2|Constitution. | | | 3| SECTION 2. The Ballot Title for the proposed Constitutional | | | 4|amendment as set forth in SECTION 1 of this resolution shall be in | | | 5|the following form: | | | 6| BALLOT TITLE | | | 7|Legislative Referendum No. ____ State Question No. ____ | | | 8|THE GIST OF THE PROPOSITION IS AS FOLLOWS: | | | 9|This measure amends the Oklahoma Constitution. It amends Section 50 | | | 10|of Article 5. This section prevents the Legislature from exempting | | | 11|property from property tax by statute. This measure would allow the | | | 12|Legislature to provide for property tax exemptions by statute if the | | | 13|legislation passed both the Oklahoma House of Representatives and | | | 14|the Oklahoma State Senate by a two-thirds (2/3) vote in each chamber | | | 15|and became enacted as law pursuant to the other provisions of the | | | 16|Oklahoma Constitution. | | | 17| SHALL THE PROPOSAL BE APPROVED? | | | 18| FOR THE PROPOSAL YES _____________ | | | 19| AGAINST THE PROPOSAL NO _____________ | | | 20| SECTION 3.
