1|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 2| SECTION 1. NEW LAW A new section of law to be codified | | | 3|in the Oklahoma Statutes as Section 5-148.2 of Title 70, unless | | | 4|there is created a duplication in numbering, reads as follows: | | | 5| A. The State Department of Education shall establish and | | | 6|maintain the School Resource Officer Grant Program. | | | 7| B. The purpose of the School Resource Officer Grant Program | | | 8|shall be to improve school safety and enhance campus security by | | | 9|providing startup grants for school resource officer programs at | | | 10|public and private schools in rural or underserved areas. | | | 11| C. To qualify for an award from the program, a public school | | | 12|district shall agree to: | | | 13| 1. Employ a school resource officer or enter into a contract or | | | 14|memorandum of understanding with a local law enforcement agency for | | | 15|the services of a school resource officer; and | | | 16| 2. Provide fifty percent (50%) matching funds, which may be | | | 17|provided in partnership with a local law enforcement agency. | | | 18| D. Duties of a school resource officer employed or contracted | | | 19|by school districts participating in the School Resource Officer | | | 20|Grant Program shall include but shall not be limited to assisting | | | 21|school administration in ensuring the physical safety of school | | | 22|buildings and the individuals in the school buildings and shall not | | | 23|include student discipline issues that administration personnel are | | | 24|required to handle. | | | Page 2 ___________________________________________________________________________

School resource officers employed or contracted by school | | | 2|districts participating in the School Resource Officer Grant Program | | | 3|shall successfully complete law enforcement active shooter emergency | | | 4|response training given by the Council on Law Enforcement Education | | | 5|and Training (CLEET) and approved by the Oklahoma Department of | | | 6|Public Safety. | | | 7| F. For purposes of this section, "school resource officer" | | | 8|means a law enforcement officer with sworn authority and training in | | | 9|school-based law enforcement and crisis response who is assigned by | | | 10|an employing law enforcement agency to work collaboratively with one | | | 11|or more schools using community-oriented policing concepts. | | | 12| SECTION 2. This act shall become effective July 1, 2023. | | | 13| SECTION 3.
