Supp. | 10| 2022, Section 51.2b), which relates to the Oklahoma | | School Security Grant Program Act; providing | 11| eligibility criteria for grant awards; directing | | annual report to include certain information; | 12| providing for noncodification; providing an effective | | date; and declaring an emergency. | 13| | | | 14| | | | 15|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 16| SECTION 1. NEW LAW A new section of law not to be | | | 17|codified in the Oklahoma Statutes reads as follows: | | | 18| A. There is hereby appropriated to the Oklahoma Department of | | | 19|Emergency Management from any monies not otherwise appropriated from | | | 20|the General Revenue Fund of the State Treasury for the fiscal year | | | 21|ending June 30, 2024, the sum of Twenty Million Dollars | | | 22|($20,000,000.00) or so much thereof as may be necessary to be | | | 23|deposited in the Oklahoma School Security Revolving Fund created | | | 24|pursuant to Section 51.2c of Title 74 of the Oklahoma Statutes to | | | Req. 1|administer the Oklahoma School Security Grant Program created | | | 2|pursuant to Section 51.2b of Title 74 of the Oklahoma Statutes. | | | 3| B. Of the funds appropriated pursuant to subsection A of this | | | 4|section: | | | 5| 1. Eighty-five percent (85%) shall be used to provide Oklahoma | | | 6|School Security Grant Program grants to public schools, technology | | | 7|center schools, and private schools; and | | | 8| 2. Fifteen percent (15%) shall be used to provide Oklahoma | | | 9|School Security Grant Program grants to institutions of higher | | | 10|learning. | | | 11| SECTION 2. AMENDATORY 74 O.S. 2021, Section 51.2b, as | | | 12|amended by Section 5, Chapter 302, O.S.L. 2022 (74 O.S. Supp. 2022, | | | 13|Section 51.2b), is amended to read as follows: | | | 14| Section 51.2b. A. This section shall be known and may be cited | | | 15|as the "Oklahoma School Security Grant Program Act". | | | 16| B. The Oklahoma Department of Emergency Management shall | | | 17|solicit proposals for and make grants for the enhancement of campus | | | 18|security at institutions of higher learning, technology center | | | 19|schools, public schools, and private schools. | | | 20| C. The goals and objectives of the Oklahoma School Security | | | 21|Grant Program are to: | | | 22| 1. Increase the awareness of the public and educational | | | 23|institutions of the risks, threats, and vulnerabilities of school | | | 24|campuses as well as mitigation strategies; | | | Req. 1| 2. Incentivize participation in school security training | | | 2|programs designed to assess campus risks, threats, and | | | 3|vulnerabilities; | | | 4| 3. Provide assistance to institutions of higher learning, | | | 5|technology center schools, public schools, and private schools | | | 6|initiating or implementing school security plans, programs, and | | | 7|activities; and | | | 8| 4. Build upon the success of the pilot Education Grant Program | | | 9|established by the Oklahoma Office of Homeland Security. | | | 10| D. The Department shall determine grant project criteria and | | | 11|establish a process for the consideration of proposals. The | | | 12|proposals shall be considered on a statewide competitive basis among | | | 13|peer institutions. To be eligible for an Oklahoma School Security | | | 14|Grant Program award, an institution of higher learning, technology | | | 15|center school, public school, or private school shall: | | | 16| 1. Have undergone a risk and vulnerability assessment conducted | | | 17|by the Oklahoma School Security Institute; and | | | 18| 2. Agree to expend grant funds on items recommended by the risk | | | 19|and vulnerability assessment and/or to provide behavioral threat | | | 20|assessment and management training to employees. | | | 21| E. On or before January 1, 2010, and each year thereafter, the | | | 22|Department shall prepare an annual report on the Oklahoma School | | | 23|Security Grant Program and submit the report to the Governor, the | | | 24|President Pro Tempore of the Senate, and the Speaker of the House of | | | Req. 1|Representatives. The report shall include a list of the recipients | | | 2|of Oklahoma School Security Grant Program awards and information on | | | 3|how grant funds were used during the previous year. | | | 4| SECTION 3. This act shall become effective July 1, 2023. | | | 5| SECTION 4.
