NEW LAW A new section of law not to be | | | 14|codified in the Oklahoma Statutes reads as follows: | | | 15| A. There is hereby appropriated to the Oklahoma Department of | | | 16|Emergency Management from any monies not otherwise appropriated from | | | 17|the General Revenue Fund of the State Treasury for the fiscal year | | | 18|ending June 30, 2024, the sum of Twenty Million Dollars | | | 19|($20,000,000.00) or so much thereof as may be necessary to be | | | 20|deposited in the Oklahoma School Security Revolving Fund created | | | 21|pursuant to Section 51.2c of Title 74 of the Oklahoma Statutes to | | | 22|administer the Oklahoma School Security Grant Program created | | | 23|pursuant to Section 51.2b of Title 74 of the Oklahoma Statutes. | | | 24| | | | arsid5264792 SENATE FLOOR VERSION - SB101 SFLR Page 1 ___________________________________________________________________________
1| B. Of the funds appropriated pursuant to subsection A of this | | | 2|section: | | | 3| 1. Eighty-five percent (85%) shall be used to provide Oklahoma | | | 4|School Security Grant Program grants to public schools, technology | | | 5|center schools, and private schools; and | | | 6| 2. Fifteen percent (15%) shall be used to provide Oklahoma | | | 7|School Security Grant Program grants to institutions of higher | | | 8|learning. | | | 9| SECTION 2. AMENDATORY 74 O.S. 2021, Section 51.2b, as | | | 10|amended by Section 5, Chapter 302, O.S.L. 2022 (74 O.S. Supp. 2022, | | | 11|Section 51.2b), is amended to read as follows: | | | 12| Section 51.2b. A. This section shall be known and may be cited | | | 13|as the "Oklahoma School Security Grant Program Act". | | | 14| B. The Oklahoma Department of Emergency Management shall | | | 15|solicit proposals for and make grants for the enhancement of campus | | | 16|security at institutions of higher learning, technology center | | | 17|schools, public schools, and private schools. | | | 18| C. The goals and objectives of the Oklahoma School Security | | | 19|Grant Program are to: | | | 20| 1. Increase the awareness of the public and educational | | | 21|institutions of the risks, threats, and vulnerabilities of school | | | 22|campuses as well as mitigation strategies; | | | 23| 2. 1|programs designed to assess campus risks, threats, and | | | 2|vulnerabilities; | | | 3| 3. Provide assistance to institutions of higher learning, | | | 4|technology center schools, public schools, and private schools | | | 5|initiating or implementing school security plans, programs, and | | | 6|activities; and | | | 7| 4. Build upon the success of the pilot Education Grant Program | | | 8|established by the Oklahoma Office of Homeland Security. | | | 9| D. The Department shall determine grant project criteria and | | | 10|establish a process for the consideration of proposals. The | | | 11|proposals shall be considered on a statewide competitive basis among | | | 12|peer institutions. To be eligible for an Oklahoma School Security | | | 13|Grant Program award, an institution of higher learning, technology | | | 14|center school, public school, or private school shall: | | | 15| 1. Have undergone a risk and vulnerability assessment conducted | | | 16|by the Oklahoma School Security Institute; and | | | 17| 2. Agree to expend grant funds on items recommended by the risk | | | 18|and vulnerability assessment and/or to provide behavioral threat | | | 19|assessment and management training to employees. | | | 20| E. On or before January 1, 2010, and each year thereafter, the | | | 21|Department shall prepare an annual report on the Oklahoma School | | | 22|Security Grant Program and submit the report to the Governor, the | | | 23|President Pro Tempore of the Senate, and the Speaker of the House of | | | 24|Representatives. 1|of Oklahoma School Security Grant Program awards and information on | | | 2|how grant funds were used during the previous year. | | | 3| SECTION 3. This act shall become effective July 1, 2023. | | | 4| SECTION 4.
