1| STATE OF OKLAHOMA | | | 2| 2nd Session of the 60th Legislature (2026) | | | 3|SENATE BILL 1194 By: Bullard | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to schools; directing the State Board | | of Career and Technology Education to establish | 8| certain pilot program to provide certain grants; | | providing eligibility for grants; providing for grant | 9| applications to be made to certain board on certain | | form; providing for review, approval, and disapproval | 10| of applications; requiring school districts with | | certain average daily memberships to be included in | 11| pilot program; directing the State Board of Career | | and Technology Education, subject to availability of | 12| funds, to allocate certain amount of funds for the | | pilot program; requiring pilot program grant | 13| recipients to submit certain report; providing for | | contents of report; directing the State Board of | 14| Education to determine if certain programs are | | eligible for certain academic credit; providing for | 15| promulgation of rules; providing for codification; | | providing an effective date; and declaring an | 16| emergency. | | | 17| | | | 18| | | | 19|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 20| SECTION 1. NEW LAW A new section of law to be codified | | | 21|in the Oklahoma Statutes as Section 14-137 of Title 70, unless there | | | 22|is created a duplication in numbering, reads as follows: | | | 23| A. The State Board of Career and Technology Education, in | | | 24|conjunction with the State Board of Education, shall establish and | | | Req. 1|maintain a pilot program to provide grants to public school | | | 2|districts to offer career and technology programs to students in | | | 3|grades nine through twelve. | | | 4| B. A public school district may be eligible to receive a grant | | | 5|pursuant to this section if: | | | 6| 1. The public school district can demonstrate that the career | | | 7|and technology program to be offered is not currently available at a | | | 8|technology center school within fifty (50) miles of the school | | | 9|district; | | | 10| 2. The public school district can demonstrate with data and | | | 11|research that the career and technology program will meet a | | | 12|workforce need; | | | 13| 3. The public school district can demonstrate public support | | | 14|for the career and technology program including student interest in | | | 15|enrolling in the program; and | | | 16| 4. The public school district meets any other requirements | | | 17|established by the State Board of Career and Technology Education | | | 18|and the State Board of Education. | | | 19| C. 1. A public school district seeking to participate in the | | | 20|pilot program shall apply to the State Board of Career and | | | 21|Technology Education for a grant in the manner and on a form | | | 22|prescribed by the Board. Grant applications shall be reviewed and | | | 23|approved or disapproved by the State Board of Career and Technology | | | 24|Education and the State Board of Education. | | | Req. The State Board of Career and Technology Education and the | | | 2|State Board of Education shall ensure that pilot program grants are | | | 3|given to a representative sample of Oklahoma school districts, which | | | 4|shall include: | | | 5| a. a school district with an average daily membership | | | 6| (ADM) of more than two thousand five hundred (2,500) | | | 7| students but fewer than ten thousand (10,000) | | | 8| students, | | | 9| b. a school district with an ADM of two thousand five | | | 10| hundred (2,500) students or fewer, and | | | 11| c. a school district with an ADM of one thousand (1,000) | | | 12| students or fewer. | | | 13| D. Subject to the availability of funds, Ten Million Dollars | | | 14|($10,000,000.00) shall be allocated by the State Board of Career and | | | 15|Technology Education to fund pilot program grants. Grant amounts | | | 16|shall be determined based on the number of approved applicants and | | | 17|the cost of the proposed career and technology program. | | | 18| E. One year after implementation of the pilot program, school | | | 19|districts that receive pilot program grants pursuant to this section | | | 20|shall provide a report to the State Board of Education and the State | | | 21|Board of Career and Technology Education that includes an itemized | | | 22|expenditure list, data on student participation, and | | | 23|recommendations, if any, for future program operations. | | | 24| | | | Req. The State Board of Education shall review career and | | | 2|technology programs established pursuant to this section to | | | 3|determine if they are eligible for academic credit toward meeting | | | 4|the graduation requirements set forth in Section 11-103.6 of Title | | | 5|70 of the Oklahoma Statutes. | | | 6| G. The State Board of Career and Technology Education and the | | | 7|State Board of Education shall promulgate rules necessary to | | | 8|implement the provisions of this section. | | | 9| SECTION 2. This act shall become effective July 1, 2026. | | | 10| SECTION 3.
