1| STATE OF OKLAHOMA | | | 2| 2nd Session of the 60th Legislature (2026) | | | 3|SENATE BILL 1207 By: Mann | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to schools; requiring the State | | Department of Education to develop and make available | 8| certain curriculum for students in certain grades | | prior to certain school year; providing curricular | 9| concepts; allowing curriculum to be taught as a | | stand-alone unit or integrated into existing courses; | 10| directing the Department to post the curriculum on | | its website and identify certain resources; allowing | 11| school districts to teach certain concepts in certain | | school year; providing opt out of curriculum; | 12| providing for codification; providing an effective | | date; and declaring an emergency. | 13| | | | 14| | | | 15|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 16| SECTION 1. NEW LAW A new section of law to be codified | | | 17|in the Oklahoma Statutes as Section 11-103.6q of Title 70, unless | | | 18|there is created a duplication in numbering, reads as follows: | | | 19| A. Prior to the beginning of the 2027-2028 school year, the | | | 20|State Department of Education shall develop and make available to | | | 21|public high schools in this state a curriculum for students in ninth | | | 22|through twelfth grades to address awareness and prevention of | | | 23|domestic violence and human trafficking. 1| 1. Teach students how to recognize, prevent, and seek help for | | | 2|domestic violence and human trafficking; | | | 3| 2. Teach students the warning signs of dating violence and | | | 4|abusive behavior including both physical and emotional abuse; | | | 5| 3. Promote safe and healthy relationships and student | | | 6|well-being including healthy relationship communication skills; and | | | 7| 4. Be medically accurate and appropriate for the age of the | | | 8|students. | | | 9| B. The curriculum required by subsection A of this section may | | | 10|be taught as a stand-alone unit of instruction or may be integrated | | | 11|into one or more existing courses of study. | | | 12| C. The State Department of Education shall post the curriculum | | | 13|on its website and shall identify resources that school districts | | | 14|can use to implement the provisions of this section. | | | 15| D. School districts in this state may begin teaching the | | | 16|concepts provided for in subsection A of this section during the | | | 17|2027-2028 school year. | | | 18| E. A school district that teaches the concepts provided for in | | | 19|subsection A of this section shall provide an option for the parent | | | 20|or legal guardian of a student to opt the student out of the | | | 21|curriculum. | | | 22| SECTION 2. This act shall become effective July 1, 2026. | | | 23| SECTION 3. It being immediately necessary for the preservation | | | 24|of the public peace, health, or safety, an emergency is hereby | | | Req.
