7| An Act relating to schools; amending Section 2, |
| Chapter 281, O.S.L. 2023, as amended by Section 2, |
8| Chapter 408, O.S.L. 2024 (70 O.S. Supp. 2025, Section |
| 5-148.2), which relates to the School Security |
9| Revolving Fund; expanding use of fund; removing |
| expenditure limitation; requiring certain amount of |
10| funds to be allocated from the fund each fiscal year |
| for three fiscal years beginning on certain date, |
11| subject to available funding; providing an effective |
| date; and declaring an emergency. |

14|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: |
| |
15| SECTION 1. AMENDATORY Section 2, Chapter 281, O.S.L. |
| |
16|2023, as amended by Section 2, Chapter 408, O.S.L. 2024 (70 O.S. |
| |
17|Supp. 2025, Section 5-148.2), is amended to read as follows: |
| |
18| Section 5-148.2. A. There is hereby created in the State |
| |
19|Treasury a revolving fund for the State Department of Education to |
| |
20|be designated the "School Security Revolving Fund". The fund shall |
| |
21|be a continuing fund, not subject to fiscal year limitations, and |
| |
22|shall consist of all monies received by the State Department of |
| |
23|Education from: |

1| 1. Reimbursements, grants, or other monies received from other |
| |
2|state agencies and entities for school security; |
| |
3| 2. Reimbursements, grants, or other monies received from the |
| |
4|United States government obligated to school security projects; |
| |
5| 3. Gifts, donations, and bequests; and |
| |
6| 4. Monies appropriated or apportioned by the Legislature. |
| |
7| B. All monies accruing to the credit of the School Security |
| |
8|Revolving Fund are hereby appropriated and may be budgeted and |
| |
9|expended by the State Department of Education for the purposes of: |
| |
10| 1. Establishing and maintaining a School Resource Officer |
| |
11|Program; and |
| |
12| 2. Providing physical security enhancements for schools |
| |
13|including, but not limited to, school resource officers, cameras, |
| |
14|gates, lighting, locks, doors, windows, security geofencing, |
| |
15|ballistic storm shelters, and mobile panic alert systems; and |
| |
16| 3. Contracting with a licensed mental health professional to |
| |
17|provide counseling and social services to students. |
| |
18| Monies in the School Security Revolving Fund shall supplement |
| |
19|and not supplant existing school security funding. |
| |
20| C. Expenditures from the School Security Revolving Fund shall |
| |
21|be made upon warrants issued by the State Treasurer against claims |
| |
22|filed as prescribed by law with the Director of the Office of |
| |
23|Management and Enterprise Services for approval and payment. |
| |
24|Expenditures from the School Security Revolving Fund shall not |
| |

1|exceed Subject to the availability of funding, Fifty Million Dollars |
| |
2|($50,000,000.00) in any fiscal year and shall be allocated from the |
| |
3|School Security Revolving Fund and divided equally among every |
| |
4|public school district in the this state each fiscal year for three |
| |
5|(3) fiscal years beginning July 1, 2026. |
| |
6| SECTION 2. This act shall become effective July 1, 2026. |
| |
7| SECTION 3. It being immediately necessary for the preservation |
| |
8|of the public peace, health, or safety, an emergency is hereby |
| |
9|declared to exist, by reason whereof this act shall take effect and |
| |
10|be in full force from and after its passage and approval. |
