1| STATE OF OKLAHOMA | | | 2| 1st Session of the 59th Legislature (2023) | | | 3|SENATE BILL 137 By: Dahm | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to schools; directing the State | | Department of Education to implement a four-year | 8| pilot program beginning in certain school year to | | provide courses and assessments on certain subjects | 9| to certain students; directing the Department to | | contract with certain provider; requiring certain | 10| courses to be made available; requiring | | administration of certain assessment; requiring | 11| submission of assessment scores; requiring the | | Department to post certain scores on its website in | 12| certain manner; allowing the State Board of Education | | to develop certain rules; requiring pilot program end | 13| by certain date; requiring submission of report by | | certain date; providing for contents of report; | 14| providing for promulgation of rules; providing for | | codification; providing an effective date; and | 15| declaring an emergency. | | | 16| | | | 17| | | | 18|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 19| SECTION 1. NEW LAW A new section of law to be codified | | | 20|in the Oklahoma Statutes as Section 11-103.6p of Title 70, unless | | | 21|there is created a duplication in numbering, reads as follows: | | | 22| A. Beginning in the 2023-2024 school year, the State Department | | | 23|of Education shall implement a four-year pilot program to provide | | | 24|courses and assessments in United States history, government, and | | | Req. 1|civics to eleventh-grade students enrolled in public school | | | 2|districts and public charter schools in this state. | | | 3| B. The State Department of Education shall contract with a | | | 4|provider that will make online courses and assessments available to | | | 5|eleventh-grade students at no cost to the State Department of | | | 6|Education or participating public school districts or public charter | | | 7|schools. The contracted provider shall make the following courses | | | 8|available: | | | 9| 1. Introduction to the United States Constitution; | | | 10| 2. The Meaning and History of the United States Constitution; | | | 11| 3. The Progressive Rejection of the Founding Fathers and the | | | 12|Rise of Bureaucratic Despotism; | | | 13| 4. Civil Rights in American History; and | | | 14| 5. The Federalist Papers. | | | 15| C. After completing the courses required by subsection B of | | | 16|this section, eleventh-grade students shall be administered an | | | 17|assessment on the content of the courses. School districts and | | | 18|public charter schools shall submit assessment scores to the State | | | 19|Department of Education, which shall post the scores on its website | | | 20|in a manner that complies with the Student Data Accessibility, | | | 21|Transparency and Accountability Act of 2013 and the Family | | | 22|Educational Rights and Privacy Act of 1974 (FERPA). | | | 23| D. The State Board of Education may develop rules to determine | | | 24|if the pilot program courses taught pursuant to this section are | | | Req. 1|eligible for academic credit toward meeting the graduation | | | 2|requirements set forth in Section 11-103.6 of Title 70 of the | | | 3|Oklahoma Statutes. | | | 4| E. The pilot program created in this section shall end no later | | | 5|than July 1, 2027. | | | 6| F. By November 30, 2027, the State Department of Education | | | 7|shall submit a report to the President Pro Tempore of the Senate and | | | 8|the Speaker of the House of Representatives containing an evaluation | | | 9|of the results of the pilot program. The report shall include data | | | 10|on the number of students who score above and below seventy percent | | | 11|(70%) on the assessment required by subsection C of this section. | | | 12| G. The State Board of Education may promulgate rules to | | | 13|implement the provisions of this section. | | | 14| SECTION 2. This act shall become effective July 1, 2023. | | | 15| SECTION 3.
