An Act relating to teachers; directing the Commission for
Educational Quality and Accountability to establish certain mentor teacher
training program; providing duration of pilot program; providing definition;
providing purpose and goal of pilot program; directing certain stipend to be
provided to certain mentor teachers subject to availability of funding;
requiring administration of certain surveys; directing the Commission to submit
certain report by certain date; providing for contents of report; providing for
promulgation of rules; providing for codification; providing an effective date;
and declaring an emergency.
SUBJECT: Mentor teacher training
BE IT
ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1.
NEW LAW A new section of law
to be codified in the Oklahoma Statutes as Section 3-116.6 of Title 70, unless
there is created a duplication in numbering, reads as follows:
A.
The Commission for Educational Quality and Accountability shall establish
a two-year pilot program for mentor teacher training with the goal of retaining
teachers in this state. For the purposes
of this section, “mentor teacher” shall have the same meaning as provided for
in Section 6-182 of Title 70 of the Oklahoma Statutes.
B.
The pilot program shall provide mentor teachers, who have taught for at
least five (5) years, with coaching tools to guide, support, and assist
teachers who have been employed by a public school district in this state for
one year in the areas of classroom management, curriculum, differentiation of
instruction, and other pedagogical techniques.
The goal of the pilot program shall be to provide training to one mentor
teacher from each school district in this state over the two-year period.
C.
Subject to the availability of funds, mentor teachers who complete the
training pilot program created by this section shall be provided a one-time
stipend of Three Thousand Dollars ($3,000.00).
D.
The Commission shall administer an introductory survey and an exit
survey to teachers placed under the mentorship of a mentor teacher who
completed the training pilot program created by this section. The Commission shall create a standardized
survey form to measure a teacher’s mentorship experience.
E.
By July 1, 2026, the Commission shall submit a report to the President
Pro Tempore of the Senate, the Speaker of the House of Representatives, and the
chairs of the education committees in the Senate and House of
Representatives. The report shall
include but not be limited to aggregate data from the surveys administered
pursuant to subsection D of this section and recommendations regarding
continuation or expansion of the pilot program.
F.
The Commission shall promulgate rules to implement the provisions of
this section.
SECTION 2.
This act shall become effective July 1, 2022.
SECTION 3.
It being immediately necessary for the preservation of the public peace,
health or safety, an emergency is hereby declared to exist, by reason whereof
this act shall take effect and be in full force from and after its passage and
approval.
