1| STATE OF OKLAHOMA | | | 2| 2nd Session of the 60th Legislature (2026) | | | 3|SENATE BILL 1648 By: Nice | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to the state Medicaid program; | | creating the Healthy Moms, Healthy Babies Act; | 8| providing short title; requiring coverage and | | reimbursement of specified services; requiring | 9| certain reimbursement methodology; describing covered | | services; providing certain coverage conditions; | 10| requiring the Oklahoma Health Care Authority to seek | | certain federal authority; directing promulgation of | 11| rules; providing for codification; and providing an | | effective date. | 12| | | | 13| | | | 14|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 15| SECTION 1. NEW LAW A new section of law to be codified | | | 16|in the Oklahoma Statutes as Section 5029.2 of Title 63, unless there | | | 17|is created a duplication in numbering, reads as follows: | | | 18| A. This section shall be known and may be cited as the "Healthy | | | 19|Moms, Healthy Babies Act". | | | 20| B. The state Medicaid program shall provide coverage and | | | 21|reimbursement for depression screening of a pregnant woman. | | | 22| C. 1. The state Medicaid program shall provide coverage and | | | 23|reimbursement for prenatal, delivery, and postpartum services. Such | | | 24|services shall be reimbursed separately and shall not be reimbursed | | | Req. No. 2668 Page 1 ___________________________________________________________________________
1|through a global payment or an all-inclusive payment methodology for | | | 2|maternity services. | | | 3| 2. Prenatal, delivery, and postpartum services shall include, | | | 4|but not be limited to: | | | 5| a. office visits, | | | 6| b. laboratory fees, | | | 7| c. physician-ordered testing, | | | 8| d. blood work, | | | 9| e. remote monitoring, | | | 10| f. fetal nonstress tests, and | | | 11| g. continuous glucose monitors or other services for | | | 12| gestational diabetes when medically necessary. | | | 13| D. The state Medicaid program shall make presumptive | | | 14|eligibility determinations for pregnant women who are applying for | | | 15|the program to improve access to prenatal care and allow prenatal | | | 16|care to be delivered immediately while waiting for a full | | | 17|application to be processed. | | | 18| E. 1. The state Medicaid program shall provide coverage and | | | 19|reimbursement for self-measurement blood pressure monitoring | | | 20|services for pregnant women and postpartum women. | | | 21| 2. Self-measurement blood pressure monitoring services shall | | | 22|include: | | | 23| | | | 24| | | | Req. No. 2668 Page 2 ___________________________________________________________________________
1| a. validated blood pressure monitoring devices, such as | | | 2| a blood pressure cuff and replacement cuffs, as | | | 3| medically necessary, to diagnose or treat | | | 4| hypertension, | | | 5| b. patient education and training on the setup and use | | | 6| of a self-measurement blood pressure measurement | | | 7| device that is validated for clinical accuracy, device | | | 8| calibration, and the procedure for obtaining | | | 9| self-measurement readings, and | | | 10| c. collection of data reports by the patient or | | | 11| caregiver for submission to a health care provider to | | | 12| communicate blood pressure readings and create or | | | 13| modify treatment plans. | | | 14| F. 1. The state Medicaid program shall provide coverage and | | | 15|reimbursement for medically necessary remote ultrasound procedures | | | 16|utilizing established Current Procedural Terminology codes for | | | 17|remote ultrasound procedures when the patient is in a residence or | | | 18|other off-site location from the health care provider of the patient | | | 19|and the same standard of care is met. | | | 20| 2. A remote ultrasound procedure shall be reimbursable when the | | | 21|health care provider uses digital technology that: | | | 22| a. collects medical and other forms of health data from | | | 23| a patient and electronically transmits the information | | | 24| | | | Req. 1| securely to a health care provider in a different | | | 2| location for interpretation and recommendation, | | | 3| b. is compliant with the Health Insurance Portability | | | 4| and Accountability Act of 1996, 42 U.S.C., Section | | | 5| 1320d et seq., and | | | 6| c. is approved by the United States Food and Drug | | | 7| Administration. | | | 8| G. The state Medicaid program shall provide coverage and | | | 9|reimbursement for doulas and community health workers for home | | | 10|visitation related to prenatal care and postpartum care. | | | 11| H. 1. The Oklahoma Health Care Authority shall apply for any | | | 12|federal waiver, Medicaid state plan amendments, or other authority | | | 13|necessary to implement this section. | | | 14| 2. The Oklahoma Health Care Authority Board shall promulgate | | | 15|rules to implement this section. | | | 16| SECTION 2.
