 7|       An Act relating to schools; amending 70 O.S. 2021,              |
  |       Section 5-148, which relates to security drills;                |
 8|       requiring certain law enforcement officers and                  |
  |       emergency medical service providers to be physically            |
 9|       present during a minimum of one drill; providing for            |
  |       notification prior to certain drill; providing an               |
10|       effective date; and declaring an emergency.                     |

13|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
14|    SECTION 1.     AMENDATORY     70 O.S. 2021, Section 5-148, is      |
  |                                                                       |
15|amended to read as follows:                                            |
  |                                                                       |
16|    Section 5-148.  A.  Each district board of education shall         |
  |                                                                       |
17|ensure that a minimum of four security drills are conducted at each    |
  |                                                                       |
18|public school within the district each school year.  No security       |
  |                                                                       |
19|drill shall be conducted at the same time of day as a previous         |
  |                                                                       |
20|security drill conducted in the same school year, and no more than     |
  |                                                                       |
21|two security drills shall be conducted in one semester.  One           |
  |                                                                       |
22|security drill shall be conducted within the first fifteen (15) days   |
  |                                                                       |
23|of each semester.  Additional drills may be conducted at the           |
  |                                                                       |
24|discretion of the district.  Security drills shall be conducted for    |
  |                                                                       |

 1|the purpose of securing school buildings to prevent or mitigate        |
  |                                                                       |
 2|injuries or deaths that may result from a threat around or in the      |
  |                                                                       |
 3|school.  The drills shall conform to the written plans and             |
  |                                                                       |
 4|procedures adopted by the district as required by Section 681 of       |
  |                                                                       |
 5|Title 63 of the Oklahoma Statutes.  All students and employees shall   |
  |                                                                       |
 6|participate in the drills, with the extent of student involvement to   |
  |                                                                       |
 7|be determined by the district.                                         |
  |                                                                       |
 8|    B.  Law enforcement officers and emergency medical service         |
  |                                                                       |
 9|providers that serve an area in which a school district is located     |
  |                                                                       |
10|shall be physically present and directly involved in a minimum of      |
  |                                                                       |
11|one (1) security drill required by this section.  School districts     |
  |                                                                       |
12|shall notify law enforcement officers and emergency medical service    |
  |                                                                       |
13|providers at least forty-eight (48) hours before conducting a          |
  |                                                                       |
14|security drill which they are expected to attend.                      |
  |                                                                       |
15|    C.  The State Board of Education shall adopt rules to implement    |
  |                                                                       |
16|the provisions of this section.                                        |
  |                                                                       |
17|    SECTION 2.  This act shall become effective July 1, 2023.          |
  |                                                                       |
18|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
19|of the public peace, health, or safety, an emergency is hereby         |
  |                                                                       |
20|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
21|be in full force from and after its passage and approval.              |
