1| SENATE FLOOR VERSION | | February 23, 2023 | 2| | | | 3|SENATE BILL NO. 169 By: Gollihare and Bullard | | | 4| | | | 5| | | | 6| An Act relating to schools; amending 70 O.S. 2021, | | Section 5-148, which relates to security drills; | 7| requiring certain law enforcement officers and | | emergency medical service providers to be physically | 8| present during a minimum of one drill; providing for | | notification prior to certain drill; providing an | 9| effective date; and declaring an emergency. | | | 10| | | | 11| | | | 12|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 13| SECTION 1. AMENDATORY 70 O.S. 2021, Section 5-148, is | | | 14|amended to read as follows: | | | 15| Section 5-148. A. Each district board of education shall | | | 16|ensure that a minimum of four security drills are conducted at each | | | 17|public school within the district each school year. No security | | | 18|drill shall be conducted at the same time of day as a previous | | | 19|security drill conducted in the same school year, and no more than | | | 20|two security drills shall be conducted in one semester. One | | | 21|security drill shall be conducted within the first fifteen (15) days | | | 22|of each semester. Additional drills may be conducted at the | | | 23|discretion of the district. 1|injuries or deaths that may result from a threat around or in the | | | 2|school. The drills shall conform to the written plans and | | | 3|procedures adopted by the district as required by Section 681 of | | | 4|Title 63 of the Oklahoma Statutes. All students and employees shall | | | 5|participate in the drills, with the extent of student involvement to | | | 6|be determined by the district. | | | 7| B. Law enforcement officers and emergency medical service | | | 8|providers that serve an area in which a school district is located | | | 9|shall be physically present and directly involved in a minimum of | | | 10|one (1) security drill required by this section. School districts | | | 11|shall notify law enforcement officers and emergency medical service | | | 12|providers at least forty-eight (48) hours before conducting a | | | 13|security drill which they are expected to attend. | | | 14| C. The State Board of Education shall adopt rules to implement | | | 15|the provisions of this section. | | | 16| SECTION 2. This act shall become effective July 1, 2023. | | | 17| SECTION 3.
