NEW LAW A new section of law to be codified | | | 15|in the Oklahoma Statutes as Section 1-126 of Title 70, unless there | | | 16|is created a duplication in numbering, reads as follows: | | | 17| A. The State Board of Education shall establish a two-year | | | 18|pilot program to provide grants to public school districts to | | | 19|provide child care for children of school district employees. A | | | 20|grant may be used to: | | | 21| 1. Establish an on-site child care facility licensed pursuant | | | 22|to the Oklahoma Child Care Facilities Licensing Act for children of | | | 23|school district employees that is located on school district | | | 24|property; | | | arsid931381 SENATE FLOOR VERSION - SB16 SFLR Page 1 ___________________________________________________________________________
1| 2. Contract with a child care facility licensed pursuant to the | | | 2|Oklahoma Child Care Facilities Licensing Act to provide child care | | | 3|for school district employees; or | | | 4| 3. Provide school district employees with stipends to help | | | 5|cover a portion of child care-related expenses for children of | | | 6|school district employees. | | | 7| B. The State Board of Education shall establish criteria for | | | 8|awarding grants which shall include but not be limited to the | | | 9|following factors: | | | 10| 1. The availability of licensed child care facilities in the | | | 11|school district; and | | | 12| 2. The need for child care resources among school district | | | 13|employees. | | | 14| C. A public school district seeking to participate in the pilot | | | 15|program shall apply to the State Board of Education for a grant in | | | 16|the manner and on a form prescribed by the Board. | | | 17| D. The State Board of Education shall ensure that pilot program | | | 18|grants are given to a representative sample of Oklahoma school | | | 19|districts, which shall include: | | | 20| 1. A school district with an average daily membership (ADM) of | | | 21|more than two thousand five hundred (2,500) students; | | | 22| 2. 1| 3. A school district with an ADM of one thousand (1,000) | | | 2|students or less; and | | | 3| 4. A technology center school site. | | | 4| E. Two (2) years after implementation of the pilot program, | | | 5|school districts that receive pilot program grants pursuant to this | | | 6|section shall provide a report to the State Board of Education that | | | 7|includes an itemized accounting of how grant funds were spent, an | | | 8|evaluation of the program by school district employees who were | | | 9|provided child care through the grant program, data on whether the | | | 10|program had an impact on recruitment and retention of teachers and | | | 11|support personnel, and recommendations, if any, for future program | | | 12|operations. | | | 13| SECTION 2. This act shall become effective July 1, 2023. | | | 14| SECTION 3.
