7| An Act relating to schools; amending Section 1, |
| Chapter 30, O.S.L. 2025 (70 O.S. Supp. 2025, Section |
8| 1-126), which relates to prohibited use of cell |
| phones and personal electronic devices on certain |
9| campuses; extending prohibition; removing language |
| allowing public school district boards of education |
10| to adopt certain policy beginning in certain school |
| year; providing an effective date; and declaring an |
11| emergency. |

14|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: |
| |
15| SECTION 1. AMENDATORY Section 1, Chapter 30, O.S.L. 2025 |
| |
16|(70 O.S. Supp. 2025, Section 1-126), is amended to read as follows: |
| |
17| Section 1-126. A. As used in this section: |
| |
18| 1. "Bell to bell" means the time between the first bell ringing |
| |
19|at the start of the school day to begin instructional time until the |
| |
20|dismissal bell at the end of the school day to end instructional |
| |
21|time; and |
| |
22| 2. "Personal electronic device" means a personal device capable |
| |
23|of connecting to a smart phone, the Internet, or a cellular or Wi-Fi |
| |
24|network, or directly connecting to another similar device. Personal |
| |

1|electronic devices include, but are not limited to, smart watches, |
| |
2|smart headphones, laptops, tablets, and smart glasses. Personal |
| |
3|electronic devices shall not include school-issued or |
| |
4|school-approved devices that are specifically limited for use in |
| |
5|classroom instruction. |
| |
6| B. 1. For the 2025-2026 school year and each school year |
| |
7|thereafter, each school district board of education shall adopt a |
| |
8|policy prohibiting students from using cell phones and personal |
| |
9|electronic devices while on the campus of a public school district |
| |
10|from bell to bell. The policy shall include disciplinary procedures |
| |
11|for violations. |
| |
12| 2. For the 2026-2027 school year and each school year |
| |
13|thereafter, each school district board of education may adopt a |
| |
14|policy prohibiting students from using cell phones and personal |
| |
15|electronic devices while on the campus of a public school district |
| |
16|from bell to bell. |
| |
17| C. The policy adopted pursuant to subsection B of this section |
| |
18|may provide for exceptions including, but not limited to: |
| |
19| 1. Emergency use of cell phones or personal electronic devices |
| |
20|by students during the school day; and |
| |
21| 2. Use of cell phones or personal electronic devices by |
| |
22|students who use them to monitor health issues. |
| |
23| SECTION 2. This act shall become effective July 1, 2026. |

1| SECTION 3. It being immediately necessary for the preservation |
| |
2|of the public peace, health, or safety, an emergency is hereby |
| |
3|declared to exist, by reason whereof this act shall take effect and |
| |
4|be in full force from and after its passage and approval. |
