NEW LAW A new section of law to be codified | | | 18|in the Oklahoma Statutes as Section 2-402 of Title 43A, unless there | | | 19|is created a duplication in numbering, reads as follows: | | | 20| A. As used in this section, "emergency opioid antagonist" means | | | 21|a drug including but not limited to naloxone that blocks the effects | | | 22|of opioids and that is approved by the United States Food and Drug | | | 23|Administration for the treatment of an opioid overdose. | | | 24| | | | arsid9591188 SB1806 HFLR Page 1 ___________________________________________________________________________

The Department of Mental Health and Substance Abuse Services | | | 2|shall have the power and duty to coordinate and oversee the | | | 3|distribution of emergency opioid antagonists by state agencies. | | | 4| C. Any state agency that distributes emergency opioid | | | 5|antagonists, including but not limited to the State Department of | | | 6|Health, shall execute an interagency agreement with the Department | | | 7|of Mental Health and Substance Abuse Services to coordinate the | | | 8|distribution of emergency opioid antagonists. | | | 9| D. Any state agency that distributes emergency opioid | | | 10|antagonists, or any political subdivision that receives an opioid | | | 11|grant award under the Political Subdivisions Opioid Abatement Grants | | | 12|Act to purchase emergency opioid antagonists for distribution, shall | | | 13|submit data to the Department of Mental Health and Substance Abuse | | | 14|Services on the agency's or political subdivision's distribution of | | | 15|emergency opioid antagonists including geographic data, data on the | | | 16|entities receiving emergency opioid antagonists from the agency, and | | | 17|any other data requested by the Department of Mental Health and | | | 18|Substance Abuse Services. | | | 19| E. The Department of Mental Health and Substance Abuse Services | | | 20|shall compile an annual report summarizing and analyzing the data | | | 21|submitted by state agencies and political subdivisions under | | | 22|subsection D of this section and its own data on distribution of | | | 23|emergency opioid antagonists during the prior state fiscal year and | | | 24|shall, beginning December 1, 2025, electronically submit the report | | | arsid9591188 SB1806 HFLR Page 2 ___________________________________________________________________________
1|to the President Pro Tempore of the Senate, the Speaker of the House | | | 2|of Representatives, and the Governor no later than December 1 of | | | 3|each year. | | | 4| SECTION 2.
