1| STATE OF OKLAHOMA | | | 2| 1st Session of the 59th Legislature (2023) | | | 3|SENATE BILL 236 By: Garvin | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to schools; directing the State Board | | of Education to establish certain grant program; | 8| providing for use of grants; providing for grant | | application; directing the Board to establish certain | 9| grant criteria; directing implementation subject to | | certain appropriation; requiring submission of | 10| certain report; providing for contents of report; | | providing for promulgation of rules; providing for | 11| codification; providing an effective date; and | | declaring an emergency. | 12| | | | 13| | | | 14|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 15| SECTION 1. NEW LAW A new section of law to be codified | | | 16|in the Oklahoma Statutes as Section 1210.196 of Title 70, unless | | | 17|there is created a duplication in numbering, reads as follows: | | | 18| A. The State Board of Education shall establish a grant program | | | 19|to provide public school districts and public charter schools with | | | 20|grants to support cardiopulmonary resuscitation (CPR) training and | | | 21|automated external defibrillator (AED) procurement, maintenance, and | | | 22|training. A grant may be used to: | | | 23| 1. Purchase an AED for a school site; | | | 24| | | | Req. No. 7 Page 1 ___________________________________________________________________________
1| 2. Purchase parts and provide maintenance for an AED on a | | | 2|school site; | | | 3| 3. Provide training to school employees on the use of an AED; | | | 4|or | | | 5| 4. Provide CPR training for school employees. | | | 6| B. A school district or public charter school shall apply to | | | 7|the State Board of Education for a grant in the manner and on a form | | | 8|prescribed by the Board. The State Board of Education shall | | | 9|establish criteria for awarding grants. | | | 10| C. Implementation of the grant program created pursuant to this | | | 11|section shall be contingent upon the appropriation by the | | | 12|Legislature of Five Hundred Thousand Dollars ($500,000.00) for the | | | 13|specific purpose of implementing this section. After grant funds | | | 14|have been distributed, the State Board of Education shall provide a | | | 15|report to the education committees of the Senate and the House of | | | 16|Representatives that includes the number of grant applicants, an | | | 17|itemized accounting of how grant funds were spent, and | | | 18|recommendations, if any, regarding the need for financial support | | | 19|for the items listed in subsection A of this section. | | | 20| D. The State Board of Education shall promulgate rules to | | | 21|implement the provisions of this section. | | | 22| SECTION 2. This act shall become effective July 1, 2023. | | | 23| SECTION 3. It being immediately necessary for the preservation | | | 24|of the public peace, health, or safety, an emergency is hereby | | | Req.
