1| STATE OF OKLAHOMA | | | 2| 1st Session of the 59th Legislature (2023) | | | 3|SENATE BILL 340 By: Rogers | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to state employee compensation; | | creating salary limit for state employees; defining | 8| term; providing exemptions for certain employees; | | providing for submission of certain compensation for | 9| Legislature approval; providing for codification; | | providing an effective date; and declaring an | 10| emergency. | | | 11| | | | 12| | | | 13|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 14| SECTION 1. NEW LAW A new section of law to be codified | | | 15|in the Oklahoma Statutes as Section 250.8 of Title 74, unless there | | | 16|is created a duplication in numbering, reads as follows: | | | 17| A. No state employee shall be annually compensated more than | | | 18|the Governor of the State of Oklahoma pursuant to the salary | | | 19|established in Section 250.4 of Title 74 of the Oklahoma Statutes. | | | 20| B. Except as provided in subsection C of this section and for | | | 21|the purposes of this section, "state employee" means and includes | | | 22|each officer or employee elected or employed in the service of this | | | 23|state. | | | 24| | | | Req. 1| C. The following state employees shall be exempt from the | | | 2|requirements in subsection A of this section: | | | 3| 1. Officers and members of the Oklahoma State Regents for | | | 4|Higher Education and state employees of institutions under the | | | 5|administrative authority of the Oklahoma State Regents for Higher | | | 6|Education; and | | | 7| 2. Physicians and other licensed health care professionals | | | 8|under the administrative authority of any state department or | | | 9|agency. | | | 10| D. State employee compensation greater than the Governor's may | | | 11|be submitted to the Legislature by the director of the respective | | | 12|state department, agency, or political subdivision. The Legislature | | | 13|may approve submitted compensation by the proper passage of a joint | | | 14|or concurrent resolution. | | | 15| SECTION 2. This act shall become effective July 1, 2023. | | | 16| SECTION 3.
