1| STATE OF OKLAHOMA | | | 2| 1st Session of the 59th Legislature (2023) | | | 3|SENATE BILL 348 By: Dahm | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to state government; defining terms; | | prohibiting state agencies and departments from | 8| adopting certain policies and training; providing | | certain construction; providing for codification; and | 9| declaring an emergency. | | | 10| | | | 11| | | | 12|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 13| SECTION 1. NEW LAW A new section of law to be codified | | | 14|in the Oklahoma Statutes as Section 840-3.1B of Title 74, unless | | | 15|there is created a duplication in numbering, reads as follows: | | | 16| A. As used in this section: | | | 17| 1. "Race or sex stereotyping" means ascribing character traits, | | | 18|values, moral and ethical codes, privileges, status, or beliefs to a | | | 19|race or sex, or to an individual because of his or her race or sex; | | | 20|and | | | 21| 2. "Race or sex scapegoating" means assigning fault, blame, or | | | 22|bias to a race or sex, or to an individual because of his or her | | | 23|race or sex. It similarly encompasses any claim that, consciously | | | 24|or unconsciously, and by virtue of their race or sex, members of any | | | Req. 1|race are inherently racist or are inherently inclined to oppress | | | 2|others, or that members of a sex are inherently sexist or inclined | | | 3|to oppress others. | | | 4| B. Notwithstanding any other provision of law, every agency or | | | 5|department of the state, county or municipality, or political | | | 6|subdivision shall be prohibited from adopting a policy or training | | | 7|materials to promote race or sex stereotyping or scapegoating. | | | 8| Nothing in this section prevents agencies or departments of this | | | 9|state from promoting racial, cultural, or ethnic diversity or | | | 10|inclusiveness, provided such efforts are consistent with the | | | 11|requirements of this section. | | | 12| SECTION 2.
