1| STATE OF OKLAHOMA | | | 2| 1st Session of the 59th Legislature (2023) | | | 3|SENATE BILL 49 By: Dahm | | | 4| | | | 5| AS INTRODUCED | | | 6| An Act relating to legislation; creating the Joint | | Committee on Line-Item Legislation; providing for | 7| membership; providing for terms; authorizing | | selection of co-chairs; stating purpose of the | 8| committee; requiring delivery of findings and | | recommendations; providing for codification; and | 9| declaring an emergency. | | | 10| | | | 11|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 12| SECTION 1. NEW LAW A new section of law to be codified | | | 13|in the Oklahoma Statutes as Section 30.1 of Title 75, unless there | | | 14|is created a duplication in numbering, reads as follows: | | | 15| A. The President Pro Tempore of the Senate and the Speaker of | | | 16|the House of Representatives shall establish a joint rule committee | | | 17|to be designated the Joint Committee on Line-Item Legislation. | | | 18| B. The President Pro Tempore shall appoint five current members | | | 19|of the Senate and the Speaker shall appoint five current members of | | | 20|the House of Representatives to the Committee. The President Pro | | | 21|Tempore of the Senate and Speaker of the House of Representatives | | | 22|shall each designate one of their respective appointments as | | | 23|co-chair of the Committee. 1|at the pleasure of the presiding officer of their respective | | | 2|chambers. | | | 3| C. A quorum shall be required to conduct any business of the | | | 4|Committee. A quorum shall be a majority of the Senate members and a | | | 5|majority of the House of Representatives members of the Committee. | | | 6| D. The Committee shall meet as needed and during sessions of | | | 7|the Legislature and at regular intervals in the interim. | | | 8| E. The function of the Committee shall be to develop the | | | 9|necessary rules and joint rules of each house of the Legislature for | | | 10|the implementation of line-item voting procedures for the | | | 11|consideration of legislation. The Committee may also consider and | | | 12|issue findings for software updates and estimated costs for the | | | 13|voting procedures and identification of existing statutes and | | | 14|constitutional provisions requiring amendment to allow for line-item | | | 15|for the consideration of legislation. | | | 16| F. The Committee shall submit a report to the President Pro | | | 17|Tempore of the Senate and the Speaker of the House of | | | 18|Representatives by December 31, 2023, detailing the findings and | | | 19|recommendations of the Committee. | | | 20| SECTION 2. It being immediately necessary for the preservation | | | 21|of the public peace, health or safety, an emergency is hereby | | | 22|declared to exist, by reason whereof this act shall take effect and | | | 23|be in full force from and after its passage and approval. | | | 24| | | | Req.
