 8|       An Act relating to schools; amending 70 O.S. 2011,              |
  |       Section 11-103.6, as last amended by Section 44,                |
 9|       Chapter 25, O.S.L. 2019 (70 O.S. Supp. 2020, Section            |
  |       11-103.6), which relates to subject matter standards;           |
10|       directing standards for history, social studies and             |
  |       United States Government to include certain                     |
11|       historical documents; amending 70 O.S. 2011, Section            |
  |       1210.508, as last amended by Section 1, Chapter 479,            |
12|       O.S.L. 2019 (70 O.S. Supp. 2020, Section 1210.508),             |
  |       which relates to the statewide system of student                |
13|       assessments; directing the United States history                |
  |       assessment to include multiple questions in certain             |
14|       subjects; updating statutory reference; providing an            |
  |       effective date; and declaring an emergency.                     |

20|AMENDMENT NO. 1.  Strike the title, enacting clause, and entire bill   |
  |                  and insert:                                          |
21|                                                                       |
  |                                                                       |
22|       "An Act relating to higher education; directing                 |
  |        institution governing board to be responsible for              |
23|        reviewing implementation of certain statutory                  |
  |        requirements; granting certain authority to board to           |
24|        ensure compliance with specified law; requiring                |
  |                                                                       |

 1|        release of information upon certain request;                   |
  |        providing for codification; and declaring an                   |
 2|        emergency.                                                     |
  |                                                                       |
 3|                                                                       |
  |                                                                       |
 4|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
 5|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
 6|in the Oklahoma Statutes as Section 24-157.1 of Title 70, unless       |
  |                                                                       |
 7|there is created a duplication in numbering, reads as follows:         |
  |                                                                       |
 8|    A.  As part of implementing the requirements of Section 24-157     |
  |                                                                       |
 9|of Title 70 of the Oklahoma Statutes, a board of regents or other      |
  |                                                                       |
10|governing board of an institution of higher education within The       |
  |                                                                       |
11|Oklahoma State System of Higher Education shall be responsible for     |
  |                                                                       |
12|reviewing the policies developed by the institution.                   |
  |                                                                       |
13|    B.  To ensure compliance with the requirements of Section 24-157   |
  |                                                                       |
14|of Title 70 of the Oklahoma Statutes, a board of regents or other      |
  |                                                                       |
15|governing board of an institution described in subsection A of this    |
  |                                                                       |
16|section shall have the authority of due diligence to review, attend,   |
  |                                                                       |
17|audit, and comment on any related education training class or          |
  |                                                                       |
18|financial policy of the institution.  The institution shall make       |
  |                                                                       |
19|information related to this section and Section 24-157 of Title 70     |
  |                                                                       |
20|of the Oklahoma Statutes available upon request to members of the      |
  |                                                                       |
21|institution's board of regents or other governing board.               |
  |                                                                       |
22|    SECTION 2.  It being immediately necessary for the preservation    |
  |                                                                       |
23|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
24|                                                                       |
  |                                                                       |

 1|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
 2|be in full force from and after its passage and approval."             |
  |                                                                       |
