Supp. 2022, Section 51.2b), | | which relates to the Oklahoma School Security Grant | 10| Program Act; directing awards provided after certain | | date to be used for certain purposes; providing for | 11| noncodification; providing an effective date; and | | declaring an emergency. | 12| | | | 13| | | | 14|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 15| SECTION 1. NEW LAW A new section of law not to be | | | 16|codified in the Oklahoma Statutes reads as follows: | | | 17| There is hereby appropriated to the Oklahoma Department of | | | 18|Emergency Management from any monies not otherwise appropriated from | | | 19|the General Revenue Fund of the State Treasury for the fiscal year | | | 20|ending June 30, 2024, the sum of Fifty Million Dollars | | | 21|($50,000,000.00) or so much thereof as may be necessary to be | | | 22|deposited in the Oklahoma School Security Revolving Fund created | | | 23|pursuant to Section 51.2c of Title 74 of the Oklahoma Statutes to | | | 24|administer the Oklahoma School Security Grant Program created | | | Req. 1|pursuant to Section 51.2b of Title 74 of the Oklahoma Statutes and | | | 2|provide grants to public schools and private schools serving | | | 3|students in grades pre-kindergarten through twelve. | | | 4| SECTION 2. AMENDATORY 74 O.S. 2021, Section 51.2b, as | | | 5|amended by Section 5, Chapter 302, O.S.L. 2022 (74 O.S. Supp. 2022, | | | 6|Section 51.2b), is amended to read as follows: | | | 7| Section 51.2b. A. This section shall be known and may be cited | | | 8|as the "Oklahoma School Security Grant Program Act". | | | 9| B. The Oklahoma Department of Emergency Management shall | | | 10|solicit proposals for and make grants for the enhancement of campus | | | 11|security at institutions of higher learning, technology center | | | 12|schools, public schools, and private schools. | | | 13| C. The goals and objectives of the Oklahoma School Security | | | 14|Grant Program are to: | | | 15| 1. Increase the awareness of the public and educational | | | 16|institutions of the risks, threats, and vulnerabilities of school | | | 17|campuses as well as mitigation strategies; | | | 18| 2. Incentivize participation in school security training | | | 19|programs designed to assess campus risks, threats, and | | | 20|vulnerabilities; | | | 21| 3. Provide assistance to institutions of higher learning, | | | 22|technology center schools, public schools, and private schools | | | 23|initiating or implementing school security plans, programs, and | | | 24|activities; and | | | Req. 1| 4. Build upon the success of the pilot Education Grant Program | | | 2|established by the Oklahoma Office of Homeland Security. | | | 3| D. 1. The Department shall determine grant project criteria | | | 4|and establish a process for the consideration of proposals. The | | | 5|proposals shall be considered on a statewide competitive basis among | | | 6|peer institutions. | | | 7| 2. Oklahoma School Security Grant Program awards funded | | | 8|pursuant to Section 1 of this act beginning July 1, 2023, shall be | | | 9|used by public schools or private schools serving students in grades | | | 10|pre-kindergarten through twelve for the following purposes: | | | 11| a. the salaries and/or benefits of school security | | | 12| personnel, | | | 13| b. conducting risk and vulnerability assessments and | | | 14| behavioral threat assessments and implementing | | | 15| modifications based on assessment results, | | | 16| c. security technology, | | | 17| d. updating school building security, and | | | 18| e. developing emergency response plans with local law | | | 19| enforcement agencies and emergency medical service | | | 20| providers. | | | 21| E. On or before January 1, 2010, and each year thereafter, the | | | 22|Department shall prepare an annual report on the Oklahoma School | | | 23|Security Grant Program and submit the report to the Governor, the | | | 24| | | | Req. 1|President Pro Tempore of the Senate, and the Speaker of the House of | | | 2|Representatives. | | | 3| SECTION 3. This act shall become effective July 1, 2023. | | | 4| SECTION 4.
