1| STATE OF OKLAHOMA | | | 2| 1st Session of the 59th Legislature (2023) | | | 3|SENATE BILL 528 By: Pugh | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to schools; creating the Learn | | Everywhere Act; providing short title; allowing | 8| students in certain schools to be eligible for | | extended learning opportunities; defining term; | 9| allowing a student to earn certain credit for certain | | opportunity; directing each school district board of | 10| education and public charter school governing body to | | adopt certain policy; providing for contents of | 11| policy; directing the State Board of Education to | | adopt certain policy; providing for award of elective | 12| credit; allowing a student in certain grades to | | request credit for certain courses beginning in | 13| certain school year; directing each school district | | board of education and public charter school | 14| governing body to adopt certain policy; providing for | | contents of policy; allowing certain credit to count | 15| toward certain graduation requirements; prohibiting | | credit from being granted for certain courses; | 16| providing for promulgation of rules; providing for | | codification; providing an effective date; and | 17| declaring an emergency. | | | 18| | | | 19|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 20| SECTION 1. NEW LAW A new section of law to be codified | | | 21|in the Oklahoma Statutes as Section 11-103.15 of Title 70, unless | | | 22|there is created a duplication in numbering, reads as follows: | | | 23| A. This act shall be known and may be cited as the "Learn | | | 24|Everywhere Act". | | | Req. No. 568 Page 1 ___________________________________________________________________________
1| B. Students attending a public school district or public | | | 2|charter school in this state shall be eligible for extended learning | | | 3|opportunities outside of the traditional classroom. For the | | | 4|purposes of this section, "extended learning opportunity" means an | | | 5|out-of-classroom learning experience that provides a student with: | | | 6| 1. Enrichment opportunities outside of the classroom setting; | | | 7| 2. Career readiness or employability skills including | | | 8|internships, apprenticeships, and mentorships as provided for in the | | | 9|Apprenticeships, Internships and Mentorships (AIM) Act of 2016; or | | | 10| 3. Any other type of out-of-classroom educational opportunity | | | 11|approved by the State Board of Education or the student's school | | | 12|district or public charter school. | | | 13| C. A student may request credit for an extended learning | | | 14|opportunity. If the extended learning opportunity is approved: | | | 15| 1. By the student's school district or public charter school, | | | 16|then the student shall receive credit toward: | | | 17| a. district- or charter school-specific graduation | | | 18| requirements if the student is in grades six through | | | 19| twelve, or | | | 20| b. mastery toward required skills or district- or | | | 21| charter school-specific standards if the student is in | | | 22| grade five or below; or | | | 23| 2. By the State Board of Education, then the student shall | | | 24|receive credit toward: | | | Req. No. 568 Page 2 ___________________________________________________________________________
1| a. the graduation requirements set forth in Section | | | 2| 11-103.6 of Title 70 of the Oklahoma Statutes if the | | | 3| student is in grades six through twelve, or | | | 4| b. mastery toward required skills or state standards if | | | 5| the student is in grade five or below. | | | 6| D. Each school district board of education and public charter | | | 7|school governing body shall adopt an extended learning opportunity | | | 8|policy, which shall: | | | 9| 1. Provide a process through which entities may apply to offer | | | 10|extended learning opportunities that will qualify for credit; | | | 11| 2. Define which entities are eligible to submit applications to | | | 12|offer extended learning opportunities. The entities may include but | | | 13|are not limited to: | | | 14| a. nonprofit organizations, | | | 15| b. businesses with established locations in this state, | | | 16| c. trade associations, and | | | 17| d. the United States Armed Forces for students in grades | | | 18| six through twelve; | | | 19| 3. Provide a process through which a student may request credit | | | 20|for an extended learning opportunity; and | | | 21| 4. Define criteria that the school district or public charter | | | 22|school will use to determine whether a proposed extended learning | | | 23|opportunity qualifies for credit toward: | | | 24| | | | Req. 1| a. district- or public charter school-specific | | | 2| graduation requirements, | | | 3| b. electives, or | | | 4| c. required skills or standards. | | | 5| E. The State Board of Education shall adopt a policy regarding | | | 6|extended learning opportunities that addresses the provisions of | | | 7|paragraph 2 of subsection C of this section. | | | 8| F. A school district or public charter school may award | | | 9|elective credit for an extended learning opportunity that did not | | | 10|qualify for credit toward school district- or public charter | | | 11|school-specific graduation requirements or the graduation | | | 12|requirements set forth in Section 11-103.6 of Title 70 of the | | | 13|Oklahoma Statutes. | | | 14| G. Beginning in the 2023-2024 school year, a student in grades | | | 15|nine through twelve may request credit for a course by demonstrating | | | 16|understanding of subject area content standards. Each school | | | 17|district board of education and public charter school governing body | | | 18|shall adopt a policy to: | | | 19| 1. Provide a process through which a student may request credit | | | 20|for prior knowledge; | | | 21| 2. Establish methods by which a student can demonstrate | | | 22|knowledge of the subject area content. Methods may include but are | | | 23|not limited to: | | | 24| a. assessments, | | | Req. 1| b. performance-based assessments, | | | 2| c. presentations, major projects, or papers, | | | 3| d. performance or portfolios, or | | | 4| e. other methods independent of instructional time and | | | 5| credit hours; and | | | 6| 3. Determine the qualifying score or grade, the minimum of | | | 7|which shall not exceed eighty percent (80%), that a student shall | | | 8|earn in order to receive a pass and earn credit for a course. | | | 9| H. If a student earns credit pursuant to the provisions of | | | 10|subsection G of this section, the student shall be deemed as having | | | 11|completed all required coursework for that course and, if | | | 12|applicable, the prerequisite requirements that the course satisfies. | | | 13| A course for which a student is awarded credit pursuant to | | | 14|subsection G of this section shall also be counted toward the | | | 15|graduation requirements set forth in Section 11-103.6 of Title 70 of | | | 16|the Oklahoma Statutes. If a student earns credit pursuant to | | | 17|subsection G of this section, he or she shall not subsequently | | | 18|receive credit for a course earlier in the course sequence in the | | | 19|same subject area. | | | 20| I. The State Board of Education shall promulgate rules to | | | 21|implement the provisions of this section. | | | 22| SECTION 2. This act shall become effective July 1, 2023. | | | 23| SECTION 3. It being immediately necessary for the preservation | | | 24|of the public peace, health, or safety, an emergency is hereby | | | Req.
