 7|       An Act relating to vital records; requiring birth               |
  |       certificate to include certain citizenship                      |
 8|       provisions; limiting provisions to certain                      |
  |       designations; excluding certain children from                   |
 9|       citizenship; providing for codification; and                    |
  |       declaring an emergency.                                         |

12|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
13|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
14|in the Oklahoma Statutes as Section 1-311.4 of Title 63, unless        |
  |                                                                       |
15|there is created a duplication in numbering, reads as follows:         |
  |                                                                       |
16|    A.  For each live birth in this state for which a birth            |
  |                                                                       |
17|certificate is issued, the birth certificate shall include             |
  |                                                                       |
18|provisions to designate the citizenship of the biological parent or    |
  |                                                                       |
19|parents of the child and provisions to designate the citizenship of    |
  |                                                                       |
20|the child.                                                             |
  |                                                                       |
21|    B.  Provisions to designate the citizenship of the child shall     |
  |                                                                       |
22|be limited to one or more of the following:                            |
  |                                                                       |
23|    1.  United States citizenship;                                     |
  |                                                                       |
24|    2.  Oklahoma citizenship;                                          |
  |                                                                       |

 1|    3.  Tribal citizenship or membership; or                           |
  |                                                                       |
 2|    4.  Foreign national/non-United States citizen.                    |
  |                                                                       |
 3|    C.  For any child born to parents neither of which are citizens    |
  |                                                                       |
 4|of the United States, no United States or Oklahoma citizenship shall   |
  |                                                                       |
 5|be granted to the child and the only designation permitted on the      |
  |                                                                       |
 6|birth certificate shall be the designation provided in paragraph 4     |
  |                                                                       |
 7|of subsection B of this section.                                       |
  |                                                                       |
 8|    SECTION 2.  It being immediately necessary for the preservation    |
  |                                                                       |
 9|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
10|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
11|be in full force from and after its passage and approval.              |
