 7|       An Act relating to education funding; directing the             |
  |       State Department of Education to develop certain plan           |
 8|       regarding funds provided by the federal government;             |
  |       requiring submission of report by certain date;                 |
 9|       providing for codification; providing an effective              |
  |       date; and declaring an emergency.                               |

  |                                                                       |
12|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:                  |
  |                                                                       |
13|    SECTION 1.     NEW LAW     A new section of law to be codified     |
  |                                                                       |
14|in the Oklahoma Statutes as Section 18-104.1 of Title 70, unless       |
  |                                                                       |
15|there is created a duplication in numbering, reads as follows:         |
  |                                                                       |
16|    A.  The State Department of Education shall develop a ten-year     |
  |                                                                       |
17|plan to phase out the acceptance and use of funds provided by the      |
  |                                                                       |
18|federal government for the support of pre-kindergarten through         |
  |                                                                       |
19|twelfth grade education in this state.  The plan shall include a       |
  |                                                                       |
20|proposed timeline for phasing out acceptance and use of federal        |
  |                                                                       |
21|funds and the projected need for state funds to replace the federal    |
  |                                                                       |
22|funds.                                                                 |
  |                                                                       |

 1|    B.  The plan required by subsection A of this section shall be     |
  |                                                                       |
 2|submitted to the President Pro Tempore of the Senate, the Speaker of   |
  |                                                                       |
 3|the House of Representatives, and the Governor by June 30, 2024.       |
  |                                                                       |
 4|    SECTION 2.  This act shall become effective July 1, 2023.          |
  |                                                                       |
 5|    SECTION 3.  It being immediately necessary for the preservation    |
  |                                                                       |
 6|of the public peace, health or safety, an emergency is hereby          |
  |                                                                       |
 7|declared to exist, by reason whereof this act shall take effect and    |
  |                                                                       |
 8|be in full force from and after its passage and approval.              |
