1| STATE OF OKLAHOMA | | | 2| 1st Session of the 59th Legislature (2023) | | | 3|SENATE BILL 921 By: Jett | | | 4| | | | 5| | | | 6| AS INTRODUCED | | | 7| An Act relating to schools; directing each school | | district to submit to the State Department of | 8| Education certain information regarding reading | | instruction; directing the Department to post the | 9| information on its website; requiring school | | districts and school sites to post certain link on | 10| their websites; directing the Department to ensure | | information is provided in certain format and | 11| location; providing for codification; providing an | | effective date; and declaring an emergency. | 12| | | | 13| | | | 14|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: | | | 15| SECTION 1. NEW LAW A new section of law to be codified | | | 16|in the Oklahoma Statutes as Section 1210.508H of Title 70, unless | | | 17|there is created a duplication in numbering, reads as follows: | | | 18| A. Each school district in this state shall submit to the State | | | 19|Department of Education, and update as necessary, the following, | | | 20|which shall be posted on the Department's website: | | | 21| 1. The core and supplemental reading curriculum or a detailed | | | 22|description of the reading curriculum, by grade, used at each of the | | | 23|school sites within the district; | | | 24| | | | Req. The targeted, evidence-based, or scientifically based core | | | 2|and supplemental reading instructional programs and interventions in | | | 3|reading, intensive instructional services such as those used for | | | 4|remediating dyslexia, enrichment, and other supports or a detailed | | | 5|description of the programs, services, and other supports provided | | | 6|by each of the school sites within the district pursuant to the | | | 7|Reading Sufficiency Act; and | | | 8| 3. The number of kindergarten and first through third grade | | | 9|students who are found to be in need of remediation or intervention | | | 10|in reading or who have been retained in the third grade pursuant to | | | 11|Section 1210.508C of Title 70 of the Oklahoma Statutes, as well as | | | 12|the number of students enrolled in the district who are no longer | | | 13|identified as having a significant reading deficiency; provided, | | | 14|however, the State Department of Education shall not post on its | | | 15|website the number of students who are no longer identified as | | | 16|having a significant reading deficiency if the number of those | | | 17|students submitted by a district is smaller than the minimum number | | | 18|of students necessary to protect student privacy, as determined by | | | 19|the Department. | | | 20| B. Each school district shall include on its website a link to | | | 21|the State Department of Education website containing the information | | | 22|submitted pursuant to subsection A of this section. The link shall | | | 23|be easily identifiable in a location on the district's website that | | | 24|is identified as relating to student literacy or the Reading | | | Req. 1|Sufficiency Act. The link shall be included on school site websites | | | 2|that are maintained separately from the district website. The | | | 3|district may also include on its website the information that was | | | 4|submitted to the State Department of Education pursuant to | | | 5|subsection A of this section. | | | 6| C. The State Department of Education shall ensure that the | | | 7|information submitted pursuant to subsection A of this section is | | | 8|provided in a user-friendly format and in a location on the website | | | 9|easily identified as relating to student literacy or the Reading | | | 10|Sufficiency Act. The Department shall notify each school district | | | 11|of the specific website location of the information submitted | | | 12|pursuant to subsection A of this section. The Department shall | | | 13|update the information in a timely manner as it receives updates | | | 14|from school districts. | | | 15| SECTION 2. This act shall become effective July 1, 2023. | | | 16| SECTION 3.
