7| An Act relating to schools; amending 70 O.S. 2021, |
| Section 11-106.1, which relates to inspection of |
8| instructional materials; adding types of materials to |
| be available for inspection; directing a board of |
9| education to adopt certain policy; modifying |
| definition; providing an effective date; and |
10| declaring an emergency. |

13|BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: |
| |
14| SECTION 1. AMENDATORY 70 O.S. 2021, Section 11-106.1, is |
| |
15|amended to read as follows: |
| |
16| Section 11-106.1. A. All instructional material, materials |
| |
17|including but not limited to textbooks, supplementary books, teacher |
| |
18|manuals, films, tapes, or other supplementary instructional material |
| |
19|materials in any format, used or recommended by a public school as |
| |
20|part of the educational curriculum, shall be available for |
| |
21|inspection by the parents or legal guardians of students enrolled in |
| |
22|the school. |
| |
23| B. Each school district board of education shall develop and |
| |
24|adopt policies pertaining to the inspection of instructional |
| |

1|materials in consultation with parents and legal guardians. The |
| |
2|policies shall include procedures for granting a request by a parent |
| |
3|or legal guardian for reasonable access to instructional material |
| |
4|materials within a reasonable period of time after the request is |
| |
5|received. |
| |
6| C. For the purposes of this section, "instructional material |
| |
7|materials" means instructional content that is provided or |
| |
8|recommended to a student, regardless of the format, including |
| |
9|printed or representational materials, audio-visual materials, and |
| |
10|materials in electronic or digital formats. |
| |
11| SECTION 2. This act shall become effective July 1, 2023. |
| |
12| SECTION 3. It being immediately necessary for the preservation |
| |
13|of the public peace, health, or safety, an emergency is hereby |
| |
14|declared to exist, by reason whereof this act shall take effect and |
| |
15|be in full force from and after its passage and approval. |
