 7|       A Joint Resolution directing the Secretary of State             |
  |       to refer to the people for their approval or                    |
 8|       rejection a proposed amendment to Section 1 of                  |
  |       Article I of the Oklahoma Constitution; declaring the           |
 9|       State of Oklahoma a sovereign state; providing that             |
  |       any laws contrary to the United States Constitution             |
10|       are null and void; providing ballot title; and                  |
  |       directing filing.                                               |

13|BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE   |
  |                                                                       |
14|1ST SESSION OF THE 59TH OKLAHOMA LEGISLATURE:                          |
  |                                                                       |
15|    SECTION 1.  The Secretary of State shall refer to the people for   |
  |                                                                       |
16|their approval or rejection, as and in the manner provided by law,     |
  |                                                                       |
17|the following proposed amendment to Section 1 of Article I of the      |
  |                                                                       |
18|Oklahoma Constitution to read as follows:                              |
  |                                                                       |
19|    Section 1.  The State of Oklahoma is an inseparable a sovereign    |
  |                                                                       |
20|state, a part of the Federal Union known as the United States of       |
  |                                                                       |
21|America, and the Constitution of the United States is the supreme      |
  |                                                                       |
22|law of the land and any laws to the contrary are null, void, and of    |
  |                                                                       |
23|no effect in this state.                                               |

 1|    SECTION 2.  The Ballot Title for the proposed Constitutional       |
  |                                                                       |
 2|amendment as set forth in SECTION 1 of this resolution shall be in     |
  |                                                                       |
 3|the following form:                                                    |

 6|THE GIST OF THE PROPOSITION IS AS FOLLOWS:                             |

 7|    This measure amends Section 1 of Article 1 of the Oklahoma         |
  |                                                                       |
 8|    Constitution.  This section declares the State of Oklahoma a       |
  |                                                                       |
 9|    sovereign state and a part of the Federal Union with the United    |
  |                                                                       |
10|    States Constitution as the supreme law of the land.  This          |
  |                                                                       |
11|    measure declares that any law to the contrary is null, void, and   |
  |                                                                       |
12|    of no effect in this state.                                        |
  |                                                                       |
13|    SHALL THE PROPOSAL BE APPROVED?                                    |

18|one copy thereof, including the Ballot Title set forth in SECTION 2    |
  |                                                                       |
19|hereof, with the Secretary of State and one copy with the Attorney     |
  |                                                                       |
20|General.                                                               |
